To deliver a professional property service to the business supporting the delivery of railway infrastructure improvements and enhancements. The successful applicant will primarily acquire land and rights on a permanent or temporary basis as well as resolving issues with third parties and neighbouring landowners.

The work is varied and includes, disposals, lettings, adverse possession, and general property related queries. All these duties are to support the delivery of a safe, efficient, reliable, and sustainable rail service whilst also being a responsible landowner and good neighbour.

You will play a key part in providing a property service to operational and major project teams. and get involved in some interesting projects and schemes both operationally and community focussed. There will be opportunity to get involved in Transport & Works Act Orders, specifically the Midland Main Line Electrification Programme.

Primarily the work will be focused on the East Midlands and East Coast Routes but flexibility to work across the Eastern Region will be required.

The work is varied and interesting and you will be working with different disciplines across the business daily to achieve a common goal; running a safe, reliable and efficient railway fit for the 21 st Century, serving customers and communities.

Some Key Accountabilities of the role:

Stakeholder Management - To deliver a range of professional property services for a client group including (but not exclusive to): acquisition, compensation claims, leases, surrenders, complex lettings, sale, temporary use of operational land and protection of the railway estate. Be responsive to the needs of the business in delivering a range of property services.

Operating Environment - Take responsibility for managing projects property needs and the programmes to an agreed budget. Manage property queries from external parties to assess financial and reputational risk to the business and take appropriate action. Provide service to maximum efficiency, delivering business objectives in terms of cost savings, income generation, asset management.

Resource Management - To develop and maintain close and effective working relationships with internal colleagues to enable efficient and effective delivery. To engage with external agents for the benefit of the business when appropriate.

Service - To deliver a professional service to all internal clients and external customers, outperforming service targets, and develop strong working relationships with all key stakeholders. Instruct and manage relationships with external agents and solicitors to deliver optimum value commercial agreements.

Leadership - To provide the business with technical leadership on a range of issues and advise on suitable property solutions.

Strategy and process - To identify and implement changes required to support delivery of Property Services overall strategy. Get involved in continuous improvement of the team overall.

Safety - to implement property solutions in support of delivery of a safe working environment and a safe rail system including but not exclusive to the requirements around the property needs for operational works.

Sustainability - to make sustainability a key element of all activities being delivered and highlight and champion community schemes.

Financial - to increase Property s contribution to the cost savings of the company s rail operations specifically through delivery of the client property requirements and also through identifying opportunities for efficiencies if appropriate using professional knowledge. Identify and exploit opportunities for cost savings, income generation and capital growth.

Knowledge Sharing - Seek to share best practice and learnings across the team for the benefit for NR and Property.

Authority / Decision Making - Take responsibility for providing property solutions, and a range of property transactions including (but not exclusively) acquisitions, leases, surrenders, re-grants to maximise benefit to Network Rail on land utilisation issues.

Project / Programme Management - Provide the client group and colleagues with consistent and professional advice in determining the most effective approach to project property requirements.

Essential Criteria:

  • Educated to degree level or equivalent MRICS qualified or working towards, or considerable relevant experience
  • Good communication and influencing skills
  • Proven negotiation skills
  • Proven experience of managing a range of property transactions
  • Good presentation skills

Desirable Criteria:

  • Understanding of compulsory purchase issues
  • Understanding of the rail industry and rail legislation
  • Full Driving Licence
