Location: Croydon

We're searching for an experienced Payroll Manager to lead a payroll team of 11 people at a London Borough Council. Your role will be based within the HR division, reporting directly to the Chief People Officer, and will involve ensuring best practices are followed in delivering payrolls for more than 3300 employees and 8500 pensioners.

Key responsibilities will include:

Achieving timely and accurate payroll delivery by managing all payroll operations.
Reporting and filing payments to HMRC, occupational pension schemes, and other statutory bodies on time and correctly.
Ensure that all contracts and statutory regulations are followed when operating payroll processes.
Conducting performance appraisals, identifying learning and development needs, and delivering appropriate training to payroll team members.
Communicating payroll implications of current and proposed legislation, as well as determining how the changes should be implemented.
Maintaining efficient and effective business processes.
Collaborating with key stakeholders in Human Resources, Finance, and Pensions on payroll initiatives. To be successful in this position you will be a member of The Chartered Institute of Payroll Professionals (CIPP) and have strong operational experience. As a payroll specialist, you will have extensive end-to-end experience of processing high volume, complex payrolls in a demanding environment, ideally local government, but this is not essential, and demonstrate your technical ability in payroll and how to use computerised payroll systems. Excel skills are essential, including formulas and v-lookups for reconciling, manipulating and analysing data. Having strong numerical skills and accuracy are essential in this role. You will also be:
