We have a fantastic opportunity available for an Estates Manager - Higher Level Operations
JOB PURPOSE
This role will deputise for the Strategic Head of Estates and will lead the Trust s Estates infrastructure and Hard FM function to ensure high quality, safe and value for money services are provided.
Estates Manager Higher Level Operations will take overall responsibility for and to manage the schedule of, planned preventative and corrective maintenance including managing trust backlog maintenance programs across the site whilst also ensuring estate business continuity plans, emergency response and contingency arrangements are in place and periodically tested.
This role will closely liaise with the Head of Capital Estates and the site estates and facilities managers, guiding them in all aspects relevant to the health and safety, building engineering and infrastructure ensuring all legal requirements are met, and all responsible and authorised persons are in place and appointed in accordance with HTM guidelines.
This role is responsible for the operational management of building and engineering services for the trust and for management of the trust s estate, including staff management.
The post holder also has an overall responsibility for ensuring that engineering maintenance, including contract work, is carried out to appropriate standards and specifications and provides expert specialist and professional building and engineering expertise to other estates staff, directors, senior management of the organisation.
KNOWLEDGE, TRAINING & EXPERIENCE REQUIRED:
Bachelor s Degree in Building Services, Electrical or Mechanical Engineering or equivalent experience.
Membership of an appropriate professional body (e.g. IMechE, CIBSE, IET, IHEEM).
Substantial post qualification experience in Building Services and proven experience in Estates Health and Safety Services at a senior level.
Working knowledge of complex engineering systems and maintenance procedures within Healthcare buildings.
Experience of Fire Code and management of fire safety with Healthcare buildings.
Experience of managing a large workforce delivering maintenance services.
Understanding risk management and implementing quality management systems.
Experience of management of large and small works projects using multi-disciplinary teams including NHS and external consultants.
Management of significant budgets
Experience of managing external contracts and specialist engineering service providers.
Understanding of public sector corporate governance and assurance requirements.
Ability to lead and motivate a diverse workforce to deliver highest standards of service.
Good technical skills in standard business systems (e.g. Microsoft office, MICAD/CAFM/CMMS/BMS/BIMS).
Analytical skills, drawing out key points and analysing complex data.
Ability to conceptualise the end vision while attending to the detail.
Ability to convey complex messages simply.
Preparing and presenting reports on complex issues to a range of audiences.
Personal and professional demeanour and credibility that generates trust and confidence in others.
Detailed understanding of requirements of HTMs and HBNs and all Professional Standards relating to Estate Operations.
Detailed knowledge and understanding of Health & Safety legislations and requirements of working within a built environment - CDM Regulations and IPAC requirements.
Specialist technical knowledge including legislation relating to construction, development and property management of Healthcare Buildings
Good understanding of Public Procurement Regulations.
