Employee Resourcing Team Leader
Responsible for the day to day delivery of a comprehensive and responsive Recruitment/Transactional HR Service.
Ensuring the provision of professional support and guidance on operational and best practice issues in relation to recruitment and pay and terms and conditions.
Responsible for the operational management of the Recruitment/Transactional HR Team s activities on a day to day basis in order to provide an effective, efficient and customer focussed service which meets the changing needs of the Trusts managers and employees.
Support the development and implementation of recruitment and pay related policies and procedures, providing advice, support and training.
Location: Portsmouth
Temporary: Expected to last 3 months with possible extension
Hours per week: 37.5 hours per week
Salary: GBP17per hour (Umbrella) or GBP15.66 per hour (PAYE inclusive of holiday pay)
Experience Skills and Knowledge
Part or full CIPD qualification or willing to work towards.
Supervisory Management qualification
Understanding of the HR information requirements of a large organization
Working knowledge of NHS, ESR and NHS jobs
Experience in working in a busy HR environment
Experience of dealing with complex pay issues
Experience in delivering training to managers on recruitment and pay / terms and conditions
Experience of preparing written information, reports and presenting information verbally
Experience in managing a small to medium sized team
Able to influence at all levels across the organisation
Able to summarise data into information and communicate a story to managers
Strong presentation skills, experience of training
Specific Core Functions
Responsible for the day to day, operational management of the Recruitment/Transactional HR Team working within agreed local and national policies and procedures relevant to recruitment and contractual processes.
Responsible for the delivery of high quality Recruitment/Transactional HR service, supporting Trust Managers when required. Ensure delivery of agreed Key Performance Indicators.
To ensure effective use of HR systems including ESR, Epay and NHS Jobs, ensuring team members are trained appropriately to utilise them to their full potential and maximise benefits. Develop desktop procedures which act as comprehensive user guides and demonstrate compliance with the Trusts standards for data handling and management.
Act as a central point of liaison and providing professional support, guidance and development to the wider HR Team on Recruitment and pay related issues.
Lead on complex pay queries and liaise with outsourced payroll providers as required. Concentration required.
Lead the monthly payroll conference call, providing feedback to the Recruitment Manager and input into the quarterly face to face contract meeting and operational focus group with SBS. Inform and advise on the performance of the SBS contract and work with SBS Payroll Team leader to resolve issues and improve the overall customer experience in relation to pay and pay related matters.
To take a proactive role with internal and external stakeholders, forming and maintaining strong working relationships with managers and staff, and assisting in building the reputation of this part of the HR team.
To attend local and regional networking events as appropriate to keep up to date with recruitment/transactional and payroll trends, initiatives and developments, enhancing personal development and bringing back learning and examples of good practice to the organisation.
To undertake analysis and produce regular reports in relation to the Recruitment/Transactional HR Teams performance and activity (Key performance indicators) in order that this can be measured and monitored effectively.
To assist with the regular review of Recruitment/Transactional HR services processes and procedures, ensuring that the service is meeting the needs of the customers and the needs of the organisation, implementing changes where appropriate and in accordance with risk management and governance standards and within legislative boundaries. This will include the monitoring of all new employees to ensure they are recruited safely and comply with the NHS Employment Checks Standards.
Assist at Consultant interviews and with Senior recruitment as and when needed.
Monitor and authorise all annual leave requests for team, using Health Roster ensuring effective cover and service is continued during periods of team members absences. Update Health Roster with Staff absence details.
To conduct appraisals /personal development reviews with all members of the team, setting appropriate objectives and reviewing when necessary, in order to facilitate enhanced performance and the delivery of a service which is customer focussed and user friendly and to provide training when required. To conduct regular meetings with the team in order to manage operational workload effectively.
Deliver training to new members of staff within the team ensuring correct policies and procedures are adhered to.
Oversee the applications for certificates of sponsorship by the Senior Recruitment Assistant when required and that visa expiry reports are run on a monthly basis, ensuring that existing staff s visas are up to date. Liaise with Immigration Advisors on all aspects of rights to work in the UK
Oversee the Senior Recruitment Assistant administration of the Temporary Pay Control Panel.
Assist with recruitment open days as required and ensure recruitment cover for Induction programmes
