Reporting to - Head of Technical Operations

Desired Experience & or Qualifications

Degree or equivalent experience in appropriate field (Electrical Systems)

Experience of a technical management role (essential)

People management and engagement skills (essential)

Proficient with the use of Microsoft Office software (essential)

Experience of healthcare. (Desirable)

Experience of managing contractors within healthcare environments. (Desirable)

Understanding of HR related items.

Sound awareness of risk assessment and working safely.

Health & Safety qualification (i.e. IOSH Managing Safely).

Experience with Building Services and experience in Electrical and Mechanical systems.

Experienced in report writing and presentation.

Strong customer focus with experience of delivering high standards of Customer Service,

Previous FM experience within a hospital and/or PFI environment would be an advantage.

Full driving licence required.

Typical Duties

Our client is seeking a Technical Services Manager to work alongside an already established technical team to ensure that operations are legally and contractually compliant and represent excellence in service delivery.

Based at Royal Blackburn Teaching Hospital and supporting Burnley General Teaching Hospital, the postholder will be responsible for the technical performance and maintenance of standards on the contract. You will provide guidance to others on site, showing technical expertise in the Electrical and Mechanical systems, to ensure appropriate and compliant solutions and efficient customer service delivery.

We are looking for a driven individual to add expertise and dimension to the FM team. You should be able to demonstrate flexibility and efficiency in responding to changing business requirements, and will establish good working relationships with team members.

To ensure compliance with all statutory and company procedures across the stakeholder groups, ensuring effective maintenance strategy is in place for electrical department to minimise breakdowns and downtime through a proactive approach and attitude.

Management of an electrical biased workforce and also assist in the management of other disciplines as necessary.
Produce Monthly reports for the Head of Technical Operations and ensure minimum service and unavailability deductions
Ensure competency, training, and development of team

Drive efficiencies with the department by developing the planned maintenance system to meet changing requirements of the contract.
Ensure the CAFM system is up to date at all times ensuring all reactive and planned
maintenance are completed within contract requirements
Deliver a pro-active subcontractor management strategy ensuring successful delivery of services into the contract, in a cost effective and timely manner
Ensure all staff are trained and aware of their health and safety responsibilities in accordance with statutory policy and procedures.
Agree objectives and targets for accountable staff, ensuring that priority is given to their achievement;
To work with the relevant operational leads to ensure the service delivery across the full range of services is continually improving.
Lead the Technical Services Supervisor in the management and engagement of the operational staff.
To contribute to the financial performance of the contract particularly around operational efficiency and subcontract procurement.
To ensure compliance with company procedures for the effective planning, organisation, control, monitor and review of the services by analysis of the relevant data.

Ensure all planned maintenance tasks are completed on time, reactive works are effectively managed and reduced in volume/duration.
Implement innovation in more effective maintenance strategies.
Update record drawings and Operations and Maintenance manuals.
Ensure compliance with statutory, NHS and company procedures, always maintaining up to date knowledge.
Expected to undertake up to 3 AP duties alongside other AP s such as Pressure Systems, Medical Gases and Natural Gas. Full training will be provided.
Understand and meet ongoing customer requirements, develop effective working relationships with business partners, suppliers and sub-contractors.
Clear and effective communicator with professional personal presentation.
Organisational skills and ability to prioritise workloads to ensure deadlines are met.
Expected to work such hours as are necessary to fulfil the role.
Carry out any other reasonable management request. Carry out regular audits across all services to ensure services are being maintained to agreed standards and performance, including ISO & OHSAS standards.

Remuneration Package
Annual salary GBP40,000 - GBP45,000 (subject to skills, qualifications and experience), 24 days annual leave, 5% bonus, business use vehicle (TBC)
