Human Resources Operations Manager

The position is working for the military organisation so this role will require someone with very strong communication skills and a wealth of knowledge in Human Resources
About the role
This role is responsible for the overall smooth running of the Association, with specific responsibility for Cadets and Youth, Human Resource Management, General Administration, Regionally Generated Income, Information Technology, Transformation, Governance and Assurance.
The role has 9 direct reports with a further 45 reports that will have a dotted line into you
The client works under three pillars of outputs: Cadets & Youth, Infrastructure, and Engagement
General
Take the Lead for the Association on all HRM issues, working closely with the Business Manager, HR Assistant and all Line Managers.
Manage and supervise all staff employed within areas of responsibility, including the completion of Probation Reports, Personal Development Reports and Staff Training and Development
Act as the North West regional representative for the UK and attend meetings as required.
Governance and Assurance
Responsible for the Risk Register, Issues Log, reporting to the Board, Reporting Outputs, ensure hospitality books are available, oversee the duties of the Business Support Manager and take the lead for the Association on all GDPR matters
HR
You will have a strong background and understanding in HR, ideally, but not essential, a Chartered Member of CIPD or in the process of becoming one and have or be working towards a level 7 CIPD qualification
You will take the Lead on all HR matters with the focus being on strategic development
Working with the Business Manager to investigate and generally oversee matters of grievance and discipline involving staff.
Provide direction and guidance to the Business Manager on all aspects of HR management, and support to Line Managers.
Act as Chair of Staff for the Selection Boards as and when appropriate
Support Army Headquarters North West, in military selection Boards
Take the lead for staff training and development, and organisational development
As Line Manager: Undertake responsibilities including:
Undertaking monthly probation reports
Undertaking Performance & Development Reports at the beginning, mid, and end of year.
Producing all business cases for training requirements for their team
Monitoring the sickness/absences
Authorising leave on Cascade
Undertaking any disciplinary actions
Delegation and monitoring of work
Security & operations
Ensure compliance with all security directives and instructions.
Ensure training and practice exercises are carried out as required.
React to Security/Safeguarding Incident Reports
Cadets
Work with Colonel and other Service Cadet Leads
Detailed responsibility as follows:
Chairing Cadet Executive Officer meetings
Organisational reviews
Visiting Annual Camps, courses and other events as requested
Oversee the Schools Cadet Expansion Scheme in the North West
Child Safeguarding support to Army HQ NW and County Cadet Executive Officers
Finance
Maintain a sound understanding of the Association s financial position and take a full role in the Associations Finance Committee and Financial Advisory Board.
Attend the monthly NW Finance Meeting
PERSONAL ATTRIBUTES AND RESPONSIBILITIES
The ideal candidate is required to:
Have a good understanding of the Armed Forces. This MAY be through uniformed Civil / Crown Service in the MOD, another Government Department / Service or from civilian employment in the commercial / private sector
Be able to brief and advise the chains of a command at senior level across a number of topics appertaining to the association s outputs
Have excellent verbal and written communications skills for the production of e.g. reports, notes, correspondence, minutes and training guides.
Be able to deliver training as required
Be able to work outside core hours in support of events, meetings or other requirements which will include nights in hotel accommodations across the UK
Have the ability to prioritise tasks and time manage effectively with recognition of where influence and authority lies and its impact on business activity
Be a self-starter with a high degree of flexibility and adaptability. Excellent team-working ability.
Have a full, valid, car driving license (B1) to be able to visit remote sites independently
Additional information
This position is a full-time appointment working 37 hours per week (Monday - Friday). It will require the candidate to regularly work outside core working hours and the occasional weekends / Public Holidays as agreed
Any hours worked over 37 hours per week will be recompensed by payment of overtime, or as TOIL.
You will be expected to drive to client appointments covering Cumbria, Lancashire, Manchester, Merseyside, and Cheshire. There will also be requirements to travel to the Isle of Man, both as line manager and for engagement events; this will generally be by air. There will also be the requirement to travel to the other association locations across the UK including London
