We have an exciting opportunity for a Legal Services & Procurement Officer to join the Governance Team to provide advice and guidance on Procurement, reviewing the Procurement Policy and enabling colleagues' compliance. To contribute to the Procurement Strategy and maintain the Liabilities and Contracts Registers. To create a Legal Services framework, undertaking relationship management and monitoring satisfaction levels. To also contribute to improved Value for Money

Key responsibilities include:

  • Legal Services

  • Undertake the procurement and provision of a Legal Services framework, conduct legal services spend reviews in line with procurement thresholds,

  • Undertake satisfaction surveys and Legal Services relationship management.

  • Provide guidance to colleagues on how to use the Legal Services framework.

  • Source legal advice as needed by the Governance Team.

  • Procurement

  • Review the Procurement Policy periodically, liaising with colleagues across the organisation and monitoring changes to regulations and legislation, making recommendations to the Governance and Risk Manager and Governance Director.

  • Communicate Procurement Policy changes to the business when approved by Board, providing training as necessary.

  • Contribute to reviews of the Procurement Strategy.

  • Provide procurement advice and guidance across the organisation, ensuring this incorporates the areas of Sustainable procurement, and Equality, Diversity and Inclusion.

  • Maintain and verify the Group's Liabilities Register including the Contracts Register, ensuring completeness. Buddy with Compliance & Data Protection Officer on A&L Register to avoid single point of failure.

  • Produce expenditure reports by supplier and ensure compliance with Standing Orders and Procurement Policies/ thresholds.

Our ideal candidate will have:

  • Experience of sourcing Legal Advice

  • Experience of assurance in regulatory self-assessment

  • Experience of Contract Relationship Management and Contract Review

  • Excellent knowledge of Public Procurement legislation, regulations and directives

  • Experience of creating procurement Frameworks and Toolkits and e-tendering systems

  • Experience of working in a Legal Services environment (desirable)

  • Clear understanding of Probity requirements

  • Understanding of Value for Money and how this can be improved through Contract Management

  • Understanding of sustainable procurement chain
