Overview

Work directly for the Tendering Manager as part of the Commercial Team to do the following either directly or providing support to the tendering team.

• Coordinate and manage a portfolio of allocated multi-utility tenders across our three geographical regions either directly or providing support to the tendering team.

• Produce technically competent, financially viable and competitive multi-utility tender packages.

• Liaise with other departments throughout the tender process.

• Work closely with the sales team and clients throughout the tender process

• Utilise all available information and technical knowledge to prepare cost effective, value engineered, competent and compliant tender designs and quotations.

• Specify the necessary materials and resources required to complete the design construction and installation of each new project.

• Support the Tendering Manager with the training and mentoring of existing and new employees.

Health, Safety, Environment and Quality

• Implement both our and our client's safety rules, instructions, policies, and procedures.

• Undertake and document a thorough design risk assessment for each tendered project and wherever possible, design risks out of a project.

• Understand and implement all relevant obligations under the current CDM (Construction Design and Management) regulations.

• Where we are appointed as Principal Designer and/or Principal Contractor - ensure actions and responsibilities within the Group CDM

procedure are completed either directly or through liaison with Group SHEQ and Operations Teams as appropriate.

• Ensure our clients are aware of their obligations under Health and Safety and CDM regulations.

• Ensure that Health, Safety, Quality and Environmental issues are at the forefront of all that you do.

• Report any Health, Safety, Environmental or Quality concerns, near misses, accidents, and incidents immediately to the SHEQ Manager.

• Ensure all working practices, policies, procedures, and processes are followed and identify any areas of improvement.

• Ensure effective implementation of internal Document Control policy.

• Maintain a professional appearance at all times.

• Implement Matrix company approach to quality and professionalism in all you do.

People/Teamwork

• To be a role model to other members of the tendering team

• Provide support to all other departments as and when required

• Work closely with clients and their wider Design Team to ensure that company delivers on their requirements and manages their expectations.

• Contribute the Commercial Team and wider Group to offer advice and share knowledge and experience.

Planning and organising

• Effectively manage a portfolio of Multi-Utility Projects, each at various stages of the pre-award process.

• Liaise closely with the Tendering Manager, the Sales Team and clients, to understand and manage

Responsibilities

• All aspects of projects throughout the entire tendering lifecycle, from instruction to quote by Sales Team, through to contract award.

• Maintaining own competence in accordance with statutory authority policies and updates, legislative changes, and customer requirements.

• Ensuring that the gas, water, and electrical tendering procedures and the CDM procedure are followed for each project.

Direct Actions

• Assist the Sales Team to ensure we have all relevant new enquiry information, and to interpret and understand our client requirements. Including emails, telephone calls

and attending meetings as and when required.

• Prepare preliminary multi-utility tender designs for gas water and electric up to 132kV

• Specify all materials, switchgear and plant and subsequently liaise with material suppliers and manufacturers to obtain comprehensive quotations.

• Undertake site visits with clients/operational personnel/subcontractors/other third parties to understand our scope of work and identify any risks.

• All pre-tender risks to be documented on the Design Risk register.

• Liaise with subcontractors to obtain comprehensive quotations.

• Assist with and participate in mid-tender reviews.

• Prepare a financial estimate and all tender documentation inclusive of detailed client breakdowns as requires and/or bespoke supporting documentation as set out in client

tender brief.

• Highlight any health and safety or commercial risks identified during the preparation of the tender package to the Tendering Manager.

• Support the Tendering Manager with the quality and checking process of the outgoing tenders from the full tendering team.

• Support the Tendering Team to ensure tenders are technically compliant with the client's tender requirements.

• Liaise with Tendering Manager for approval to issue tender packages to Sales Team and/or clients.

• Attend internal Tender Review meetings as required.

• Assist the Sales Team with the presentation of tender package to clients as and when required and respond to any client queries as appropriate.

• Assist the Sales Team with the management and support of clients through the tender process.

• Attend Internal Contract Award meetings and provide a full project handover to the design team.

• Attend Statutory Authority ICP/UIP/SLO forums and report back to Tendering Team and other departments as necessary

• Liaise with manufacturers and suppliers to obtain best value and competitive rates

• Liaise with Tendering Manager to agree and monitor development objectives for new starters as required

• The Operational Teams are able to deliver all projects profitably and within the budget set out by the Tendering department.

Person Specification

1. Qualifications

• Essential - Minimum Grade A-C in GCSE Maths, English, and Science.

• Preferable - Technically qualified with an HNC or equivalent in Electrical Engineering or a relevant qualification in Construction.

• Preferable - S/NVQ Level 3 in Network Mains Design/CABWI Level 3 - Diploma - Designing Water Networks.

• Preferable - City & Guilds 5831-80 qualification in Gas Network Design covering three Mandatory Units (below) and one optional unit.

o Unit 302 - Create designs for gas pipelines

o Unit 304 - Evaluate designs for gas pipelines

o Unit 307 - Complete designs for gas pipelines

• Preferable - Qualification in technical drawing.

• Preferable - Certificated in Health and Safety Awareness.

2. Experience - minimum 3 years

• Essential - Experience of running a portfolio of projects in the construction or utility industries.

• Essential - Experience of working with or for, ICPs, DNOs, IDNOs, GTs, IGTs and Water Companies Nationwide.

• Essential - Experience of producing outline designs and financial estimates for multi-utility new connections projects (inclusive of electrical connections up to and including

132kV)

• Essential - Experience of communicating directly with clients and their subcontract staff.

• Essential - Experience of attending and leading internal, external and client meetings, taking meeting minutes and circulating them to attendees.

• Essential - computer literate with working knowledge of Microsoft word and excel.

• Essential - able to demonstrate good attention to detail

• Preferable - Experience of liaising directly with utility industry subcontractors and suppliers.

• Preferable - Experience of substation civil designs including liaison with architects and asset owners.

• Preferable - Experience of preparing technical construction drawings.

• Preferable - Commercial Industry awareness and a good understanding of the competitive new connections market.

3. Skills and expertise

• Essential - Detailed knowledge of industry network design standards.

• Essential - Adequate knowledge of regulatory aspects.

• Essential - Ability to interpret client information and translate client requirements into a detailed scope of work and prepare outline multi-utility design proposals.

• Essential - Ability to obtain and demonstrate value for money from suppliers and subcontractors.

• Essential - Working knowledge of all operational plant and equipment used or installed on site.
