Purpose of post

• Adhere to and ensure all staff of 5 Star Day Nursery follow the Policies & Procedures of 5 Star Day Nursery and compliance with the Childrens' Act, Health and Safety legislation and within the guidelines of OFSTED and the National Standards.

• Will be expected to provide high quality, flexible childcare for families from the local communities.

• Will oversee the operation of the day nursery to the highest standards, ensuring that the best possible environment and care are provided for young children

Qualifications

• A full and relevant level 3 childcare / teaching qualification or higher

• GCSE grades A-C / 4+ in English & Maths where required to meet the qualifation full and relevant criteria.

Main Responsibilities

• To be responsible for and to oversee the day to day management, staffing, organisation and smooth running of the Nursery.

• To develop the ethos of 5 Star Day Nursery and to create a welcoming and family friendly environment.

• To attend regular supervision, team meetings, senior centre management meetings and training as required by the Children's Centre Manager.

• To be responsible for marketing the Nursery through the development and implementation of marketing strategy which includes the promotion of Children's Tax credits and other benefits available to parents

• To be a member of the management team and to contribute to the strategic planning, monitoring, evaluation and development of the Nursery.

• To be responsible at all times for high standards of care and education of children between 0 to five years in accordance with statutory requirements.

• To ensure the EYFS is promoted and delivered within the setting and the principles adhered to.

• To ensure effective communication between the staff and with all partner organisations.

• To order and maintain equipment and resources in the Nursery

• To be accountable and responsible for day to day financial systems directly relating to the nursery provision.

• To receive and deal with complaints positively in accordance with procedures.

• To establish and deliver an effective curriculum which includes assessment, planning and evaluation.

• To work in partnership with the Early Years Department, local childcare/educational providers, health providers, Sure Start and other Children's centres.

• To develop and review applicable policies and procedures and then to ensure that the Nursery operates within the framework set.

• To take responsibility for quality assurance and compliance with all applicable legislation, including Health and Safety, within the Nursery environment.

• To be responsible for admissions in line with the admissions policy agreed by the General Manager.

• To keep a register and up to date records of all children and to give regular feedback to parents about their child's development and progress.

• To implement and manage an effective parent liaison programme, ensuring regular communication and interaction with parents.

• To be responsible for organising training and monitoring students in the setting.

Managing Staff

The post holder will be responsible for management, supervision and appraisal of the following staff

1. Deputy Manager

2. Supervisors

3. Nursery Assistants

4. Level 2/3 Workers

5. Unqualified / Level 1/2 Workers

• To lead in recruitment and to support a staff team with the appropriate skills, qualifications, experience and qualities, ensuring the Nursery is staffed to the required levels at all times.

• To implement a programme of supervision and performance management and an appraisal system.

• To agree developmental plans for each member of staff which support the further development of the Nursery.

• To manage staff sickness and absence in accordance with procedures

The Nursery Manager will identify staff training needs and facilitate training opportunities.

From time to time there may be a requirement to manage the work of staff who are appointed for supply work or to provide supervision for students on placement.

Managing Resources

• To achieve the targets set for occupancy levels by managing capacity, reviewing numbers of children attending and following up enquiries promptly to ensure maximum capacity levels are maintained at all times.

• To manage an allocated budget in accordance with agreed procedures.

• To produce quarterly and annual finance reports for the SMT

• To ensure an effective stock control system is established and a register of assets is maintained.

• The Nursery Manager will have day to day responsibility for the planning of the Nursery and for the use of other resources. Also for ensuring that the nursery provision is clean, safe and welcoming for families and staff.

• The Nursery will be an authorised signatory for orders and staff timesheets to an agreed level of delegation.

• The Nursery Manager will be a key holder for the Nursery.

Managing Quality

• To be responsible for establishing and maintaining a safe and acceptable standard of practice that meets OFSTED criteria.

• To ensure quality standards, including the implementation of all relevant legislation, policies and procedures.

• To equip the Nursery with suitable materials of a high quality which enhance the Nursery environment.

Managing Information

• To produce reports and statistical information as required, maintaining high standards of accuracy and confidentiality in record-keeping.

• To participate in the evaluation of the services offered at the Children's Centre & Sandwell Early Years

• To promote, attend and represent 5 Star Day Nursery at appropriate events, conferences, seminars and training.

• To undertake any other task requested which is commensurate with this role and responsibility.

• Staff from a wide range of other agencies and settings including the Social Services, Primary Care Trust, NHS Trust, and a range of voluntary /private sector organisations and Day Care providers.

The Nursery Manager will be expected to build good working relationships at every level. Working in partnership with parents and families is highly valued and the Nursery Manager must be approachable, friendly and able to communicate effectively at all times.

At all times the Nursery Manager will be expected to respect the confidentiality of sensitive family information (subject to child protection policies and procedures).

Decisions

Discretion

• The Nursery Manager will work closely with the General Manager and other members of the management team. Information and guidance will be readily available; however, the Nursery Manager will be expected to work autonomously in relation to the day to day management of Nursery. The role requires the confidence to make day to day decisions thoughtfully and with a high degree of sensitivity to the needs of children and families.

• The Nursery Manager will be expected to make recommendations and proposals about service developments and changes, but not to make decisions about substantive changes to the Nursery.

Consequences

• Decisions made by the Nursery Manager will directly impact on the day to day quality, availability and flexibility of care for children and families.

• The Nursery Manager will exercise discretion about which families may receive a service (in line with the Admissions Policy), and will be expected to interpret policies and procedures thoughtfully, consistently and tactfully.

Work Environment

a) Work Demands

The Nursery Manager will need to demonstrate effective time and resource management to meet the planned needs of children and families and any anticipated demands that might be reasonably foreseen. The Nursery Manager will need to be attentive to a planned timetable whilst retaining the flexibility to be accessible and available to parents and staff. The Nursery Manager will need to make

judgements about the delegation of tasks and responsibilities to the Deputy Manager and other staff in the Nursery.

b) Physical Demands

The work requires normal physical effort. It may occasionally involve lifting and handling of training equipment, play equipment and other resources and to be involved in practical activities and physical care of young children.

c) Working Conditions

The Nursery Manager is mainly office/nursery based, but will be expected to attend meetings & training in other places.

Knowledge and Skills

• Knowledge, understanding and practical experience of Day Care for young children

• Knowledge and practical understanding of child development and parenting

• Knowledge and understanding of legislation and regulations relating to day care for young children and the inspections process for approval of day care settings

• Knowledge and ability to create and implement policies and procedures consistent with legislation, regulations and local requirements

• Able to work independently and to manage own time efficiently
