The Role

An exciting opportunity has arisen for an Interim Head of Building Safety at Trafford Housing Trust. Reporting to the Director of Property Services. The main responsibilities of the role are:

  • To ensure compliance with statutory obligations for all areas of Property Services, ensuring that Policy and associated procedure are translated into workable guidance to allow objectives and key performance indicators to be met, and that there is a mechanism in place for reporting at Board and Senior Management levels.
  • To be accountable for the delivery of these objectives and key performance indicators as agreed with the Director of Property Services via operational plans and targets.
  • Responsibility for the preparation and proposal of financial plans, budget setting and budget optimisation for Trafford Housing Trust’s statutory compliance requirements.
  • To work in partnership with finance colleagues to enable effective and accurate budget management, including preparing monthly cash flow information, expenditure updates and budget forecast.
  • To ensure that all statutory compliance obligations and requirements across the Trust are met and consistent with up-to-date legislation, health and safety and best practice in relation to; annual gas servicing, asbestos management, water hygiene, fire safety, electrical safety, mechanical and electrical installations and any other health and safety legislation.
  • To ensure that the implication of changes in future regulation and legislation are considered and used to review, improve and update the Trust’s approach to compliance.
  • Procurement and delivery of statutory compliance contracts and cyclical servicing programmes, ensuring economies of scale and value for money across is maximised and contracts are delivered collaboratively with contractors, colleagues and partners in order to ensure they are delivered within targets, budget and to agreed quality standards.
  • To build and manage internal and external relationships including procurement consortia, consultants, contractors, statutory authorities and other public bodies through which we deliver services, in order to drive H&S culture across the Trust and its partners.
  • Ensure that statutory compliance contracts are managed efficiently and effectively in accordance with the Trust’s performance framework, financial regulations and standing orders, and that all contractual requirements are met, ensuring prompt corrective action is taken to remedy underperformance.
  • To collate and report on overall monthly/quarterly and annual performance indicators for each compliance work stream, ensuring that effective per, in process and post completing quality checks are conducted and the results of such checks recorded and used to improve performance.
  • To liaise with colleagues and customers in relation to coordination and delivery of future investment and divestment programmes.
  • To promote, inform and advise colleagues, contractors, partners and statutory and regulatory bodies current and future, landlord, contractor and non-property related health and safety related activity.
  • To agree and approve health and safety related building service installations and specifications proposed as part of development and stock investment programmes
  • To oversee the implementation of recommendations from the Grenfell enquiry and all associated legislation and documentation.
  • To oversee, support and retain the trusts current BS9997 accreditation
  • To chair the High Rise Living Panel and support the Building and Fire Safety Customer Engagement Plan

The Candidate

The essential requirements for this role are as follows:

  • Experience in working at a senior management level within a Compliance or Building Safety environment
  • Educated to degree level (or equivalent) in a Housing or Construction related qualification

The desirable requirements for this role are as follows:

  • Professional qualification in strategic management such as ILM
  • Possession of or working towards a Health & Safety qualification such as NEBOSH General and NEBOSH Construction
  • Possession of or working towards a Building Safety qualification such as CIOB L6 in Building Safety Management
  • Possession of or working towards Chartered membership status

Please note that although the role is a fixed term contract until 31st March 2023 in the first instance, this will be reviewed again at this point and a decision about whether to extend the role or not, will be taken.
