An exciting opportunity has arisen for a Management Accountant to join Essex County Council on a 6 month fixed term contract.

The Opportunity

This role will contribute to the delivery of a high performing, customer focused service by managing a team to deliver high quality financial information.

The Management Accountant is responsible for the delivery of all aspects of operational financial management reporting within a functional area. As a strategic leader, this role will be responsible for the development of financial forecasts and plans to enable the Council to make sound decisions based on robust financial information.

As a qualified professional, the role works at both an operational and strategic level building strong relationships with internal and external partners and is a key, active contributor at senior management forums.

Accountabilities

Responsible for the preparation and development of financial forecasts and plans for functional services ensuring they reflect the function's operational and strategic objectives.
Leads, manages and motivates a finance team to ensure it delivers high quality financial information to support budget holders.
Provide timely and accurate information and advice to budget holders to ensure effective management of budgets and support to fulfill financial duties.
Drive the development of both system and process improvements to ensure the financial function is able to deliver high quality outputs and information across the Council.
Act as an advocate for the development of cost drivers appropriate for each function and the preparation of relevant and accurate estimates and forecasts to enable the function to highlight opportunities as well as the potential risks.
Implement and maintain effective financial management arrangements and promote the review of financial policy, systems and practice supporting the delivery of a programme of continual improvement.
Responsible for taking the lead on all financial reporting arrangements for the management of the Capital Programme.
Supports the timely preparation of robust business cases from a financial perspective, identifying and quantifying associated costs, benefits, risks and funding solutions.
Co-ordinates the delivery of information to ensure the team can support the annual accounts closure and budget setting programme.
Specific individual and shared targets and objectives are defined annually within the performance management framework.
The Experience You Will Bring

Full CCAB qualification with a minimum 2 years post qualification experience.
Evidence of continuing professional development and expert knowledge in relevant professional area.
Knowledge & understanding of financial management and financial frameworks in a large organisation, preferably within the public sector.
Experience of leading and managing teams.
Experience of delivering improvements within a finance setting.
Providing financial advice & support to management teams.
Experience of evaluating and supporting innovative and effective means of financing the delivery of large scale services.
Experience of working with others to build effective working relationships with finance colleagues and others senior managers.
