Reporting to the Electrical Manager, the Energy and renewable systems Technical Officer will assist in ensuring the effective delivery of works for cyclical maintenance and installation programmes, primarily to non-gas heating, ASHP, solar PV, EVC, mechanical ventilation and newly developed technologies. Provide technical advice and guidance to frontline staff and contractors to ensure compliance with legislation, statutory requirements and the group's internal policies and procedures across the organisations stock. Ensuring all services including testing programmes, compliance contracts and planned works are completed to high levels of quality & customer satisfaction. Delivering inspections & audits to maintain compliance, ensure that management of systems and data bases are updated and accurate at all times in order to produce regular reports on the organisations KPIs, compliance, budget and programme delivery positions.

Carry out other duties commensurate with the nature of this post, as directed by the Electrical Manager & to contribute to the development of the Group in the widest sense.

PURPOSE OF ROLE:

To Ensure effective compliant delivery & project/contract management of the Compliance service offering including the core cyclical testing programme & subsidiary compliance cyclical contracts. Ensuring an effective delivery of all services completed to high levels of customer satisfaction that are compliant with building regulations & the business internal policies & procedures as set out by the compliance team. Providing technical guidance to ensure the quality of works is completed in compliance with relevant legislation for: ASHP,EVC, GSHP, ventilation and heat recovery installations, solar PV installations including liaison and advice on fire safety, and any newly adopted technologies.
To work closely with the Retrofit Surveyor to provide holistic solutions to address fuel poverty, to increase SAP EPC rating, and co-ordinate works to optimise improvements and minimise disruption for a customer.
To provide quality assurance to the business by ensuring an overall effective QC system is managed, this includes performing Quality Assurance Inspections/Audits to Service Providers, managing & analysing external audits. Ensuring compliance with agreed specifications, all relevant electrical and health and safety regulations & the standards set by the Compliance team.
Provide expert technical knowledge to ensure the organisation meets current regulations, internal policies and procedures and the requirements set out by specialist agencies and lead trade bodies for all aspects of energy and renewable technology works undertaken within its stock. To ensure VFM is achieved by reviewing those technical aspects of contracts & works for colleagues across the business
To act as the lead delivery in planned improvement small works working with investment to deliver small projects of replacement/repair to service chargeable assets. Including all levels of project management including scoping, site

KEY RESPONSIBILITIES:

Management of new and existing contractors including invoice validation and management of KPIs;
Good understanding of building fabric and property attributes;
To understand new technologies and how to ensure residents gain the best benefit from new technologies installed by Great Places;
Review, confirm & validate certificates/reports/worksheets from external responsive/planned works contractors & carry out any appropriate follow-up actions
Ensure efficient response to internal and external customers;
To complete satisfaction surveys with residents following the completion of works;
To be flexible to the changing requirements of this post, and to take on any other duties as directed by the manager;

Person Specification

QUALIFICATIONS & PROFESSIONAL MEMBERSHIPS:

NEA Level 3 Energy Awareness or equivalent
Level 3 Foundation Electrical Qualification equal to or equivalent of City & Guilds 2360 parts 1 & 2.
Level 3 Requirements for Electrical Installations (eg: City & Guilds 2382-18).
Level 3 Inspection, Testing & Certification of Electrical Installations equal to or equivalent of City & Guilds 2391-01
Level 3 Electric Vehicle Charging equal to or equivalent of City & Guilds 2919-01
NEBOSH/IOSH (not essential but advantageous).

EXPERIENCE & SKILLS:

Extensive technical knowledge of periodic inspection requirements & experience of Electronic Certification Software.
A good knowledge of working in social housing managing programmes of planned and cyclical works, including project management of repair/replacement & upgrade works
Understanding of health and safety legislation within a repairs and asset management team.
Experience of solar PV systems
Experience of air Source Heat Pumps, Ground Source Heat Pumps and Heat Recovery ventilation systems.
Experience of Electric Vehicle Charging (EVC) systems.
Ability to complete tasks in an accurate and timely manner when working under pressure
