Our Public Sector Client is looking for a Project Officer, to deliver a capital programme to construct, refurbish, repair, and maintain paths, internal roadways, car parks, natural stone walls and fences within their Parks and Green Spaces.

Key job role

* To analyse and prepare an up to date works programme for the above assets from survey information held in the asset management database. Priorities the programmed based on risk level and the most economical advantageous whole life cost interventions. React to ad-hoc priorities. Update the data on the completion of works.

* To consider the most appropriate and cost-effective treatment solution for the asset regarding whole life cost within the limited budget.

* To provide design, specifications, maps / drawings, bills of quantities, costings for the works engaging advice from specialist engineers as required.

* To arrange the procurement of works through Framework, DPS and standalone contracts, preparing procurement documentation and undertake procurement process as required.

* To undertake client supervision of contractors to ensure satisfactory Health and Safety compliance, contract compliance, progress to programme and a good quality outcome.

* To arrange works orders and approve satisfactory completion of works, agree variations or extras to works, seeking budget manager approval as required.

* To consult Parks Operations Management on the works and arrange informing the public of works as required.

Essential experience:

Educated to degree level or NQF/QCF/FHEQ Level 5 and/or relevant qualification and/or experience with a clear understanding of the infrastructure and project delivery related to the role.

Have an up to date technical knowledge and understanding of the issues related to the relevant infrastructure, maintenance interventions, repair and renewals through awareness of current and emerging best practice, policies and legislation. Have knowledge of Health and Safety legislation and safe working practice

Experience of managing and implementing relevant infrastructure works programmes. Effective financial control of jobs and work programmes to achieve economical viable maintenance interventions and repairs within the limited budget.

Experience of creating technical documentation, specifying, quantifying, mapping/drawing, and costing works. Experience of procuring and managing works through contractors including monitoring of quality and progress.

Experience of undertaking and interpreting data from formal inspections/surveys of assets. Evidence of utilising analytical and problem-solving skills to determine best solutions and determining priority within the programme.

Ability to organise and manage own workload working both autonomously and as part of a team, leading projects, working with clients, specialist and obtaining permissions as required.

Good communication skills and ability to work with a range of people with differing needs and expectations.

Able to demonstrate knowledge and/or experience of equalities and diversity issues.

Have a working knowledge of Microsoft Office applications or equivalent including the following: Outlook, Word, Excel, Internet Explorer, and have a willingness to learn new applications and technology as appropriate.

Desirable experience:

Use of GIS software for mapping asset locations.

Use of asset management databases including field-based surveying.

Experience of using project management tools
