We are recruiting Assisatnt Medical Staffing Manager based at York.

Job Summary:

~ The Assistant Medical Staffing Manager will support the Medical Workforce Manager and Medical Recruitment Manager in the operational delivery of a comprehensive medical resource service to the Trust.

~ To actively support the Medical Workforce Manager and Medical Recruitment Manager in the reduction of medical vacancies and the reduction of reliance on agency staff.

~ To support and contribute to policy and Standard Operating Procedure development and ensure they are fully implemented and embedded.

~ Day to day operational management of the Medical Resource team and delivery of Key Performance Indicators and Trust objectives.

~ Provide expert advice and guidance on a range of issues including the interpretation and application of Terms and Conditions of Service; employment legislation and practices; policies and procedures; the management/recruitment of overseas doctors.

Key Responsibilities:

~ Makes recommendations and develops Trust Policies in relation to medical staff.

~ Implement new systems and administrative processes in relation to the recruitment for medical staff.

~ Support retention initiatives for medical staff.

~ Provide comprehensive advice across directorates on a range of medical staffing issues.

~ Responsible for the day to day management of the Medical staffing team, providing leadership to directly managed staff and ensure appropriate delegation.

Key Duties:

Team Management

* Responsible for the day to day management of the Medical Staffing Team. Provide leadership to directly managed staff and ensure appropriate delegation.

* Manage individual and team performance with responsibility for the completion of appraisals. Advising and indicating staff development needs to the Medical Workforce Manager.

* Manage absence and annual leave ensuring appropriate cover in line with the provision of office hours between 08:30-17:00.

* Assist the Medical Recruitment Manager with the recruitment and select of departmental staff.

Consultant and SAS Grade Recruitment

* Support the Consultant recruitment process ensuring compliance with statutory regulations, national and local guidance, liaising with Executive Directors, Clinical Directors and external stakeholders as appropriate.

* Provide advice on Trust Policy in relation to recruitment across the Trust e.g. Non-Executive Directors, Clinical Directors, Managers and Consultants.

Junior Doctor Recruitment

* Advise all internal stakeholders for any future/imminent vacancies in relation to junior doctors. Provide support and advice to ensure that the appropriate departments are fully aware of any risks in terms of service provision and financial impact.

* Responsible for overall project management of the Changeover of junior doctors throughout the year.

* Evaluating the Changeover process, identifying improvements and implementing recommendations.

* Liaising with the Post Graduate Centre's to maintain a record of those posts funded by the Deanery and retaining a record of all changes

Job Planning

* To ensure that business cases for expansion of senior medical staff have an appropriate job plan in place to support the case being considered.

* To support the management of annual Medical Job Planning arrangements.

* To support the annual review of all Medical Job Plans to ensure that they comply with the Trusts agreed job planning principles.

* To manage administration of the Job Planning Panel meetings including working with the Chair of the Committee to forward plan the agenda and papers.

Person Specification:
* CIPD Qualification and management / proffesional quaification
* Experience of Medical Staffing at an operational level
* Knowledge of pre-employment checks e.g. CRB, Occupation Health etc.
* Excellent communication skills at a senior level
*Ability to prioritise the resource and workload within the team to meet deadlines
* Flexible approach
* Pro-active

HOURS: 20 to 37.5
BASE: York or Home working may be avaiable
LENGTH OF SUPPORT: ASAP until September 2022
