Job description for Policy Secretariat

Policy Secretariat roles support Ministers and senior officials in discharging DE&S' responsibilities to Parliament as a Department of State, and decision-making on major equipment programmes and around key milestones. You will be working as part of a small team, either in a central Policy Secretariat role dealing predominantly with Parliamentary and Ministerial business, or embedded in a business team, dealing with a wider range of activities including communications in support of some of our key acquisition programmes. The roles require the ability to work together across DE&S, wider defence and industry to deliver at pace, manage multiple tasks, often to short deadlines and with strong attention to detail. You will be a good communicator, both written and verbal, have an awareness of the wider defence and political landscape within which DE&S operates, and be able to manage and maintain a range of stakeholder relationships, both internal and external to DE&S, to deliver outputs to time and quality.
Please note some attendance to the stated site may be required for this position.
Responsibilities for Policy Secretariat
In this role, you will be entrusted with:
* Draft and manage the delivery of answers to formal questions raised in Parliament (oral and written), and final responses to Ministerial and Treat Official Correspondence.
* Draft and manage the delivery of briefing materials to support senior people (including Ministers, DE&S CEO, DGs and other senior DE&S officials) for a range of functional outcomes including Parliamentary Select Committee business and debates, cross government briefings, international meetings and monthly CEO reports and other DE&S reporting cycles.
* Provide personal support and advice to Ministers and senior officials for Parliamentary Committees and debates, including oral briefings and attendance at oral evidence sessions.
* Draft and support submissions which seek Ministerial decisions on key issues affecting DE&S business.
* Lead the handling of requests for information under the Freedom of Information (FOI) Act, directing and advising on substantive responses to complex cases, ensuring adherence to statutory requirements including the application of exemptions.
* Manage media enquiries, in conjunction with DE&S Corporate Communications and Directorate of Defence Communications, to support public presentation and manage DE&S reputational issues.
* Lead on the drafting of internal and external news articles, press releases, news briefs and lines to take on key defence programmes. Lead on the organisation of key milestone events, the maintenance of programme core scripts and chair communications working groups with a range of stakeholders, including industry.
* Implement the strategic direction of the specialism to ensure business priorities are met, timeliness of response, factual accuracy and coherence of approach.
* Provide direction, updates, guidance, advice and translation of policies and processes across the business and externally to various stakeholders, including those at the most senior level.

To be successful with your application you must demonstrate that you meet the following essential criteria:
* Must be able to apply relevant knowledge and experience gained through working in a similar role and managing others at an equivalent or junior level
* GCSE standard or equivalent as minimum
* Excellent communicator and engagement with stakeholders
It will also benefit your application if you are able to demonstrate the following desirable criteria:
* Previous experience of Parliamentary and/or Ministerial work or at minimum, working with individuals of seniority

If the outcome of the review results in an increase in the minimum salary and your salary offer falls below the new minimum, your salary will be increased to the new amount from your contracted start date. If the new minimum is less than the salary you are offered, the original salary offer will be retained.
