Morrison Water Services is currently looking to recruit a Regional Quantity Surveyor to work regionally on our Anglian Water IOS contract.

As a Regional Quantity Surveyor you will be part of a commercial team who are responsible for the commercial management for an allocated programme area of an embedded alliance Contract. Responsibilities include contract administration, enabling commercial efficiencies and to ensure compliance.

Integrated Operations Solutions (IOS) is an alliance formed to provide TOTEX solutions to emergent needs which are too complex to be delivered locally. In addition, IOS will design and procure the capital solutions which deliver best value over the course of the AMP.

The IOS teams are based across 5 locations in order to be close and responsive for our customers. The office locations are Colchester, Peterborough, Ruthamford, Norfolk and Lincoln.

As the Regional Quantity Surveyor your duties & responsibilities will be:

Demonstrating the highest levels of commercial integrity and financial self-assurance;
Providing transparent, accurate and timely commercial reporting for the allocated programme area;
Adherence to the embedded alliance internal governance contract;
Adopting and consistently employing the agreed commercial management systems and processes;
Identifying and delivering commercial process efficiencies;
Identifying, reporting and assisting in the proactive management of financial and commercial risk;
Fostering close working relationships with all key stakeholders;
Engendering a culture of commercial challenge;
Identifying opportunities to maximise value and minimise costs and future liabilities.
Assist in the effective reporting of commercial and contractual performance of the allocated programme area;
Appropriately capture and allocate all relevant costs and liabilities;
Identify and escalate inappropriate costs and continuously monitor which should be transferred between Business streams and embedded alliances where necessary;
Identify commercial risks ensuring they are escalated with early warning notices when appropriate;
Record and track insurance claims;.
Ensure contract data and records are appropriately maintained and kept up to date;
Capture and report direct labour payments ;
Assist in drafting and awarding sub-contracts and assessing tenders;
Share learning and commercial best practice to encourage continuous improvement;
Report key commercial performance metrics;
Support the Commercial Performance management team in the resolution of contractual and financial disputes by capturing and reporting relevant information;
Support the Senior Quantity Surveyor in tracking and reporting commercial delivery against financial provision;
Monitor and report commercial and financial risk;
Ad hoc reporting of commercial and financial data.
Identify cost avoidance, reduction and mitigation opportunities and provide support to help stakeholders realise them;
Support the development and embedding of alliance business plans and business lead efficiency initiatives;
Continuously challenge our commercial processes to identify and help to implement changes to increase their efficiency and effectiveness;
Produce cost estimates
Consistent and correct application and administration of the alliance systems, processes, documentation and procedures for the allocated programme area;
Assist with the provision of accurate cash flow forecasting;
Management of accruals;
Assist in the measurement and production of interim and final accounts;
Monitor payments from Anglian Water to the Alliance Members and escalate issues to ensure any late payments are expedited;
Report and challenge unfunded expenditure;
Provide commercial support to stakeholders including satisfying alliance member internal reporting requirements;
Ensure compliance with the embedded alliance Procurement Policy and relevant statutory legislation;
Assist in creating and maintaining accurate expenditure plans in AW's corporate systems (SAP or its successor);
Appropriately escalate instances of contractual non-compliance;
Assist in drafting, negotiating awarding and managing appropriate Tier 2 Contracts to ensure continuity of service and minimise commercial and financial risk;
Assist with administering sub-contractor payments;
Provide cost information and assist in risk based reviews of the data to identify disallowable costs, drive on-going compliance and identify potential cost efficiency opportunities;
Support the financial closure of Work Orders /projects within prescribed contractual timescales;
Conduct, and be subject to, formal and informal peer reviews of outputs and take appropriate action to adopt best practice and address any issues. Skills & Knowledge Requirements

Working in a complex matrix team environment
Thorough understanding of relevant construction and contract law
Good understanding of NEC3 forms of contract
Previous knowledge of SAP would be advantageous.Additional Information
