Transformation Programme Manager
 
Grade 10 £42,507 - £46,485 (inclusive of local weighting) depending on experience. Full time, fixed term, up to two years with the possibility of extension. Based in Hertford with the option for home working up to 50% of working hours. Closing date is 12th November at midday.
 
About the role
 
An opportunity for an experienced Transformation Programme Manager has become available to work at East Herts Council as part of the Major Projects team. This is an exciting time for you to join us and develop your career as we are working on a number of large external capital projects whilst also undertaking a multi layered internal transformation programme, responding to the changing environment in which we are now working as a result of the impact of the COVID-19 pandemic on Council finances and working practices.
 
This motivated and highly professional team is looking for an individual committed to excellence in their work and with a passion for detail and delivery. If successful, you will be responsible for setting up the Transformation Programme and delivering the capabilities, as defined by the Business Change Manager and agreed by the Leadership team.
 
Some of the key responsibilities include:
 
- Day to day management of programme and governance framework, including production of all programme plans and reporting and meeting schedules
- Co-ordination of projects and interdependencies
- Managing and resolving risk
- Managing budget and resources
- Managing recruitment/appointments for all workstreams
- Managing communications
- Reporting progress on delivery to SRO, Leadership Team and Members
 
About you
 
This role will suit an experienced, driven programme manager who can lead a diverse team of stakeholders across the Council. They will need a good understanding of customer service and customer improvement as well as excellent project management and communications skills. They will thrive in a performance-based environment and have a proven track record of delivering project/programme outputs and defined benefits.
 
The ideal candidate will have:
 
- A track record of delivering successful programmes
- A track record of delivering multi-faceted change or transformation programmes
- Experience of managing projects or programmes in a large organisation
- Experience of managing projects in a multi-agency environment
- Conflict resolution skills
- Experience of writing business cases, project initiation documents, specifications, quality and assurance reports, risk registers and other programme documentation
- Experience of managing programme budget and resources
- Experience of establishing and managing complex governance arrangements
- Experience of working with multiple stakeholders from the public and private sector
- The ability to motivate people
