As an experienced Procurement Manager with knowledge of Public Sector Procurement regulations, you will provide best practice procurement advice and strategic sourcing insights; whilst displaying strong contract management principles and relationship management skills with nominated suppliers and stakeholders.

Description

To ensure all purchasing activity is conducted in accordance with Trust Standing Financial Instructions and all other relevant regulations and legislation including EU and UK Public Procurement Directives (Such as The Public Contract Regulations 2015).
To develop and maintain a knowledge of purchasing arrangements negotiated by other bodies (e.g. NHS Supply Chain, CCS, HTE, ESPO) which are available for use by the Trust and utilising these where they represent best value.
Carrying tenders in accordance with public procurement regulations, using evaluation methodologies are appropriate to different purchasing scenarios and consistent with current case law.
To be cognisant of and able to apply Public sector procurement rules and regulations in all areas of activity and be able to assess and advise on compliant routes to market.
Provide specialist, strategic procurement advice and guidance to all levels of the service and to non-specialist colleagues, utilizing procurement experience to ensure the strategic needs of the Trust are met.
To develop, in conjunction with product and service users, specifications prior to the invitation of quotations and tenders.
To be able to deal with objections, hold difficult conversations with and influence senior colleagues during procurement processes.
To host and satisfy suppliers requests for post-tender de-briefs. Identify and understand potential legal challenges that may arise from a procurement project. This process will require providing unsuccessful suppliers with meaningful, direct and honest feedback on unsuccessful tender submissions. This process is mandated by the Public Procurement Regulations. This process may require the post holder to build a case for defence, attend formal arbitration, consult with Trust legal counsel, and potentially provide evidence in court of law.
Facilitate, plan and organise the creation of Stakeholder Groups for products and services, setting terms of reference e.g. CIP workstreams and savings targets. Stakeholder groups may consist of a large number of people, including members of the public. These may require adjustment depending on project needs and timescales.
Offer reliable expert advice on commercial and contractual issues from initial scoping through to contract award and contract managementProfile

Qualifications:

One or more of the following; RNLD or RNMH or RMN with credible learning disabilities experienceEssential:

Experience of working at Band 5/6 or equivalent level
Experience of working within a multi-disciplinary team
Evidence of pro-active and holistic approach to the care of a person with learning disabilities who may also present with behaviour that challenges or mental health
Experience in supervising staff
Must hold a full and valid driving licence and have access to a vehicleDesirable:

Management or leadership training or qualification
Experience of staff supervision and appraisals
Evidence of continued education and commitment to completing degree or equivalent level of education in learning disabilities or mental health nursing
