Antony James Recruitment Ltd are delighted to be working with a well established Public Sector client based in the Kent area in recruiting an Accountant to sit within their Corporate Service team. You will assist in managing the daily and long term cash position by investing surplus cash balances and arranging external loans in accordance with treasury policy. You will also deliver timely financial advice to budget managers, with a focus on the key financial processes of budgeting, monitoring, preparation of final accounts and financial business planning.

Main Duties

Undertake daily treasury management activities on a rota basis including identifying daily surplus or deficit cash position, arranging or recalling investments.
Securing external loans as and when necessary, in accordance with the Treasury Management Strategy Statement.
Monitoring the investments in Property Funds and Multi Asset Funds managed externally, including arranging and meeting Fund Managers on a regular basis.
Provide support to the Principal Accountant in maintaining the long term cashflow model.
Support the development of the Annual Treasury Management Strategy Statement and the preparation of the subsequent Mid-Year and Annual Treasury Reviews.
Preparing daft revenue budgets and outturn forecasts for all the Services in accordance with agreed timescales.
Overseeing continuous monitoring of actual revenue expenditure against forecasts, working within the budget monitoring framework and with budget holders, and refining and developing that framework.
Highlighting areas of significant risk and recommending the course of action to be taken on each actual or anticipated over-spend.
Determining, with other officers, the projects to be included in the annual capital programme, recommending methods of financing, completing the relevant financial statistical returns and monitoring progress of schemes in-year against the approved programme.
Monitoring expenditure of the New Build Programme against the level of retained capital receipts.
Production of annual statutory accounting information.
Preparing and updating the Financial Business Plan to reflect changes in legislation.
Responsible for reporting findings to appropriate officers including the Directors and Assistant Directors of Corporate Services and Housing, and ultimately to Management Team and Members.
Assessing the impact on the Financial Business Plan of alternative expenditure and/or income scenarios, identifying solutions which will lead to a balanced account.
Report PreparationThe Ideal candidate will have;

Part qualified and working towards final qualification
5 years + experience within accountancy
Treasury Management Experience
Budget setting experience
Good analytical skills
Strong mathematical and analytical aptitude.
Exceptional attention to details
Superb leadership, organizational, and problem-solving skills.
Excellent collaboration and communication abilities.Additional Information

37 hours a week (Mon to Fri)
Previous experience within a Public Sector environment is essential
