Working on behalf of a Local Authority, Aatom Recruitment has an opportunity for a Payroll Operations Manager on a 6 month's contract with a possibility of an extension.

Job Purpose.

The primary purpose of the role is to -

Manage a team of professionals in the development and delivery of a range of complex payroll activities and systems, for both internal and external customers, in accordance with all statutory and organisational requirements, and
Implement and support system developments in relation to the Payroll Services' objectives utilising the Oracle HCM system, to deliver a range of payroll services to Lancashire County Council and external clients

Main Accountabilities.

Lead a team of professionals in delivering a high-quality Payroll Service for LCC, Schools and other Key Stakeholders.
Provide professional technical leadership, acting as a technical reference to deal with escalated and/or complex issues.
Responsible for the application of and adherence to the various employment, payroll, and pensions policies, procedures and legislation. Ensuring up to date knowledge of legislative changes and clearly articulate the impact of such changes both internally within the service and externally to clients.
Manage the processing and delivery of various payroll systems including Oracle, Bottomline and other associated systems for both internal and external customers, in accordance with organisational deadlines, ensuring compliance with all statutory requirements.
Lead role in the identification of system developments and business process re-engineering opportunities to improve efficiency and effectiveness within the service and for the county council and its clients to support change and integrations.
Provide input into designs and implementation projects as required.
Lead in the development, testing and implementation of system changes, in accordance with internal change control processes ensuring compliance with SLA's and project plans.
Develop robust operational procedures, covering all service areas, to ensure that all interfaces operate seamlessly and that the maximum efficiencies are delivered through both Manager and Employee Self Service.
Provision of technical guidance to identify the correct approach to the development of Oracle, and other systems in respect of Service and Lancashire County Council objectives.
Lead, coordinate and manage project deliverables and, where appropriate, project resource.
Review on a continuous basis, business processes in order to maximise overall payroll processing capability to drive business growth, in line with the business model.
Represent Lancashire County Council and proactively engage with appropriate internal and external user groups, linking plans and initiatives to business requirements.

Knowledge, Skills and Experience.

Qualified payroll professional or equivalent with significant relevant experience or significant vocational experience, demonstrating development through involvement in a series of progressively more demanding roles.
Experience of using up to date and authoritative knowledge in payroll to ensure delivery against agreed service plans and managing services in line with agreed budgets, targets and plans in a complex payroll service.
Significant experience of using innovative management practices and implementing robust audit and governance controls in a changing and challenging payroll and pensions environment
Experience of leading, coaching and mentoring to develop others and build and maintain effective working relationships.
Comprehensive understanding of current legislation and compliance with this legislation, and of its application within a changeable and challenging payroll and pensions setting.
Proven ability to plan, organise and undertake a diverse workload, manage complex operations, resolve complex problems to provide effective support for operational payroll activity.
Ability to apply technical/specialist judgement to ensure payroll service area objectives are achieved.
Demonstrative knowledge of the applications, principles, theory and practice of all areas that affect payroll and pensions.
Strong project, change management and problem solving skills and proven ability to implement and deliver complex and challenging solutions which are consistent with existing/new policies or legislation.
