Target are recruiting for a Senior Strategic HR Resourcing Lead for one of our well know clients based in Oxford. The successful candidate will be responsible to the HR Manager working full time 37 hours a week which is open to discussion about flexible working.
Role Purpose
* Working with Corporate Directors and their senior management teams to provide a professional, proactive and customer focused strategic HR resourcing service. Responsible for designing, planning, managing and delivering innovative resourcing strategies and campaigns for a range of business critical, statutory and hard to fill roles including where there are both local and national skills shortages and present in the employment market.
* Responsible for creating, leading, driving and delivering resourcing plans and successfully fulfilling resourcing requirements through innovative and inclusive attraction and selection methods providing an end to end solution ensuring that the council is identified as an employer of choice. These are business critical roles, often either hard to fill or required in high volume requiring in depth market knowledge, creativity and innovation to use a variety of recruitment techniques to fill roles. Failure to fill roles in a timely manner places the organisation at significant risk in delivery of critical services such as in children and adult social care and may hinder successful completion of transformation programmes.
* Seek opportunities to make cost savings for the organisation by driving costs down through volume recruitment.
* Support our ability to attract and retain diverse talent and become an employer of choice to deliver outstanding services in line with outstanding recruitment best practice and meeting the council's priorities and corporate values.
* Work with internal services, partners and other external agencies to develop and maintain strong relationships, building a longer term pipeline of candidates for positions, maximising the use of the apprenticeship levy where appropriate.
* Manage and monitor spend relating to recruitment campaigns budgets typically GBP30-40k per campaign.
Role Responsibilities
* Provide expert resourcing advice to Corporate Directors, senior manager and their teams, Heads of service/senior managers and HR Business Partners to understand workforce plans and resourcing demand forecasts in order to create, lead, plan and drive the delivery of resourcing strategies for a defined business area or role type.
* To provide expert guidance, advice, coaching and training to hiring Managers and HR colleagues to build recruitment capacity, capability and knowledge, to ensure that role profiles, advertising campaigns, assessment methods, interviews and all aspects of resourcing are relevant, fit for purpose, cost effective, follow best practice and embrace diversity.
* Advise and support hiring managers throughout the recruitment process including providing expert professional advice on advertising, assessments, managing offers, vetting and onboarding.
* Work closely with the recruitment and wider HR team to provide a seamless service to managers including resolving complex issues, reducing time to hire and creating a positive experience for all candidates and hiring managers.
* Co-ordination and prioritisation of workload for HR resourcing support staff.
* Lead or support ongoing project work as delegated by the Resourcing Manager in relation to diversity and inclusion, assessment, technology, attraction, compliance etc. These projects will assist with the development of resourcing strategies key to ensuring legal compliance, inclusivity, ability to attract candidates, deliver savings to the organisation and help raise the quality of HR service provision. This will include (but is not limited to):
* Review and redesign of assessment centres - potential to bring in-house and achieve cost savings
* Support and provide expert advice to the tendering process of the managed services contract (circa GBP15m) to the tendering process of the temporary agency worker managed service embedding and quality assuring any new provider.
* Deputising for the resourcing manager in their absence
* Manage and design advertising, assessment and event expenditure within defined budgets whilst delivering effective outcomes for the business.
* Design and facilitate candidate assessments and maintain up to date knowledge of assessment products.
* Develop and sustain effective and collaborative working relationships with both internal and external customers, suppliers and partners.
* Proactively source and manage candidates via LinkedIn and job board databases.
* Lead on the development of talent pools and support the redeployment of staff at risk of redundancy.
* Ensure inclusion and diversity are at the heart of recruitment practices
* Ensure continuous improvement and best practice is at the heart of all we do.
The successful candidate would need to be Very competent IT user including the use of candidate databases and applicant tracking systems (preferably SAP Success Factors) and Microsoft Office products (Word, Excel, Outlook, Skype for Business, Visio, Teams). Confident with data analysis, using it to inform strategy and monitor performance.
Also CIPD qualified or academic or vocational equivalent, or equal knowledge gained through working environment.
