Job Summary

In addition, to support the procurement team in the effective management of inventory to make effective use of the Trust's finances.

The role will co-ordinate all activity, often between sites, to ensure a standardised and efficient approach. This role provides as an overarching view of all activity on any given site and provides a valuable support for the team with regards to schedules, process & procedure and physical help where necessary. As such, this role could involve a significant amount of lifting and handling of products in confined areas of clinical departments. High levels of concentration are needed on occasion to cover the management of a large variety of tasks carried out

Key Responsibilities

* Ensure that the client obtains value for money in the procurement of goods and services and is a key player in keeping the Supplies function costs to a minimum

* Responsible for the purchase of physical assets and supplies relating to Personal Protective Equipment (PPE) and other clinical items. Typically you will be responsible for ordering stock with values of between GBP50,000 to GBP250,000 a week.

* Co-ordinate and oversee the processes involved, in all aspects of routine processing of goods and services, including a full materials management service, required by the client, ensuring compliance with instructions issued by Trust staff relating to Health and Safety, Medical Equipment, Infection Control, and Information Technology.

* To regularly report on the above to the Clinical Category Manager, using statistical reports and queries to interrogate systems to understand trends and discuss any areas of improvement or issues as necessary.

* Overseeing stock take returns from clinical areas. Undertakes some work to update centralised procurement system with information from these returns personally, and delegates rest across the procurement assistants. Responsible for ensuring accurate input of this data to inform Trust oversight of available stock levels

* To assist the Clinical Category Manager in promoting the highest standards of quality within the Supplies Operational team and in the training and development of same to ensure continued maintenance of those standards.

* Day to day line management of the procurement drivers and Supplies Assistants including ensuring that rotas are in place and fit for purpose and ensure that key duties can be discharged by the wider team.

* To ensure that all activities of the Department are in accordance with client's, Standing Orders and Standing Financial Instructions, and all current legislation. To provide valuable input within routine discussions concerning continued development of the overall service

* To have responsibility for operational delivery of the supplies department. Working autonomously within Trust protocols and procedures to ensure smooth running of service. To proactively manage shortages of key items of stock, liaising with alternative suppliers and identifying suitable alternative products to ensure front end services have access to the PPE and clinical items they need.

* Analysing different items of equipment within category to identify products that offer contingency if first choice items are unavailable and that value for money is achieved. Using your own judgement to evaluate options and make orders.

* To monitor and develop processes as required by management in key areas of control and provide statistical information on same on a regular basis. Also to ensure work is carried out to first class standard at all times

* Holding an overview of stock levels of key PPE and clinical items across all Trust sites. Using this to inform future procurement, activities of team members and dynamically adjusting the department's work plan. You will need to react to emerging shortages of key stock as well as emergent requirements for extra stocks from wards based on clinical need. This will involve considering alternative stock items, reallocation of stock and reprioritisation of deliveries to places with greatest need.

* To achieve performance targets as set and agreed with the Customer Service level agreement

* To maintain full and precise records relating to all activities undertaken and store efficiently to enable retrieval for audit purposes, and to carry out self-audits on all activities involved with the Materials Management Service

* Maintain a safe working environment at all times ensuring compliance with all legislative requirements (e.g. HASAWA, COSHH regulations), and the Trust Health & Safety Policy

* Deal promptly with hazard warning notices and other safety or commercial related warnings, ensure circulation has occurred and appropriate action by supplies personnel has been undertaken.

* Endeavour to resolve customer issues in a timely, professional, positive and effective manner respecting confidentiality of information at all times. Also to maintain a record of all enquiries received and solutions achieved

* Maintain a full record of savings achieved and report to Inventory and Supplies Manager on a regular basis

* To authorise, by signature, purchase orders and price queries within the level of authority delegated by the client.

* To deputise for team members when required.

* To lead and co-ordinate Supplies related projects as required.

* To assist procurement colleagues on specific areas of work as directed by the Inventory and Supplies Manager
