I am currently recruiting for a Senior Procurement Officer to work with a Council in Hertfordshire on a contract basis.

The successful applicant will manage a programme of procurement projects, including tenders, quotations and Framework Agreements, and provide specialist procurement advice to achieve innovative efficiency savings. They will manage a small team (one or two staff) undertaking procurement administrative duties.

Duties will include:

Deliver a programme of compliant procurement projects (tenders) to agreed timescales, utilising best project management, risk management and contract management techniques. This includes market and supplier analysis pre-tender market engagement and running the full tender process from initiation to contract award.
Prepare EU and local tender documentation, quotations and mini competition documentation in consultation with service managers, ensuring that Council requirements are accurately reflected and support the delivery of value for money.
Develop and maintain corporate procurement policies, best practice guidance and template documentation, ensuring best practice and statutory requirements are reflected.
Contract manage corporate contracts including monitoring performance, holding review meetings with suppliers and engaging with service managers to ensure any problems or issues are resolved.
Recommend initiatives and give specialist advice to service managers and assisting them to effectively manage their contracts and assist with the resolution of any disputes. Help them to identify opportunities for improvements and savings and ensure that these are built into future contracts.
Actively promote and encourage procurement best practice across the Council through the establishment of positive working relationships. Developing and providing procurement training programmes as and when required.
Undertake procurement related research to produce effective briefing papers or management reports for different audiences. This would need to reflect best practice and current legislative requirements.
Applicants should have a CIPS or MCIPS qualification, be PRINCE2 qualified and have experience of Public Sector/Local Authority procurement processes. Significant experience of successfully running full tender processes from initiation to contract award on large and complex contracts is essential.
