Site Health, Safety and Environment Manager

A new opportunity has arisen to join the Refresco team and lead the Health and Safety Department at our large manufacturing site in Bridgwater, Somerset.

The main purpose of this role will be:
* Responsible for providing health and safety leadership for the site and ensure that the sites' health and safety management systems are being developed and are delivering continuous improvement through robust safety management systems and KPI measures.
* This role will cover all aspects of Health, Safety and Environmental Management across the site and you will play an active role in the development of a culture within the business that is conducive to all teams and individuals, ensuring that HSE Compliance is given the highest priority, and that all conditions and practices comply with relevant legislation.
* Requiring excellent communication skills, you will have the ability to influence at all levels within the business to ensure an environment of continuous improvement.
* Manage the factory in such a way that ensures the balanced scorecard of H&S, Quality, Performance and Service is satisfied

Duties and Responsbilities:

Health & Safety
* Advising and providing consultancy on all health, safety and environmental matters.
* Performance of inspections regarding working conditions and adherence to rules and principles of health, safety and enviornment, as well as supervision of compliance of safety procedures with current legal regulations, regular update of safety principles.
* Informing the employer on a regular basis about observed hazards/HSE issues along with conclusions aimed at elimination of such matters.
* Monthly presentation and development of periodic analyses of the health and safety conditions, including proposals of technical and organisation actions aimed at preventing occurrence of threats to life and health of employees and improving working conditions.
* Assisting line managers with Risk Assessments, including ergonomic recommendations and health and safety requirements to the introduction of new production processes.
* Keep up to date on all H&S Legislation and advice on how to conform e.g. COSHH, noise, etc.
* Maintain all H&S records, including COSHH, accident data, statistical data, etc.
* Maintain liaison with Insurers and other external bodies to safeguard the company's interest's e.g. industrial injury claims.
* Produce reports on specific accidents (LTA and RIDDOR), determining circumstances and causes of accidents at work and drawing up conclusions from examination of reason and circumstances of these accidents, as well as supervision over implementation of these conclusions.
* Analysis of accidents and their causes, implementation of projects aimed at reduction of causes of accidents.
* Maintain records to document all accidents, diagnosed occupational diseases and suspicions of such disease as well as strong results from examinations and measurement of agents hazardous to health in the work environment.
* Development and supervision of total execution of the company's safety plan.
* Participation in development of internal company regulations, by-laws and general instructions concerning health and safety. Communicate changes to the relevant Line Management for implementation.
* Organising and/or carrying out appropriate HSE training sessions to ensure an adequate level of knowledge regarding pertinent issues throughout the business.
* Cooperation with the laboratory to measure the natural environment condition and the measurement of agents hazardous to health or difficult conditions occurring in the work environment.

Environment
* Develop, implement and co-ordinate the company's Environmental Management System (EMS).
* Leadership of the site's Sustainability committee that defines and then executes tangible and quantifiable benefits in the spirit of our Happy Planet, Happy People and Happy Products theme ensuring that good communication is maintained throughout the wider business.
* Provide advice and guidance on environmental issues to all areas of the Company.
* Ensure the Company meets its environmental obligation.
* Maintain an expertise on environmental issues and continually assess how the business is likely to be affected by emerging environmental issues.
* Be active in waste minimisation. Identify sources and tackle reduction of waste at source. Establish clear reduction targets, continuously monitor performance and report on progress and cost savings.
* Focus effort on minimising the cost of waste disposal by investigating and recommending other appropriate disposal routes for waste streams to obtain cost savings.
* Ensure effective channels of communications are established and maintained internally and to external interested parties.
* Liaise with appropriate disciplines on site (e.g. production, quality) establishing good quality rapport.
* Professionally represent the Company on environmental issues.
