Contract Manager - Energy from Waste / Energy Recovery Facility - Grangemouth, Falkirk

Eden Scott are proud to be partnering with Brockwell Energy Limited to bring to the market their requirement for a Contract Manager for the Earls Gate Energy Centre Limited ("EGECL"), Energy Recovery Facility in Grangemouth, Falkirk.

Earls Gate Energy Centre Limited (EGECL) is an Energy Recovery Facility (ERF), jointly owned by Brockwell Energy, Covanta and Green Investment Group, and is located in Grangemouth, Scotland. The ERF is a Combined Heat and Power (CHP) facility embedded within CalaChem's chemical production works and will be capable of processing up to 274,000 tonnes of commercial and industrial waste annually, export of over 33MWth of heat to CalaChem for industrial use and produce over 22MWe of electricity. The ERF will also have up to five gas fired steam boilers to maintain reliable process heat to CalaChem and the wider Earlsgate Park development during periods when the ERF is not in operation.

The Contracts Manager (CM) role is critical for the management and optimisation of EGECL's waste supply arrangements which underpin the revenues of the ERF. The role requires a deep understanding of the regional and wider Scottish waste market and requires strong commercial awareness and contract management skills in order to effectively manage and optimise the waste flows to the project. In addition to the outward facing aspects of the role the CM will be a key part of the EGECL organisation structure with responsibility for reporting and budgeting for these key areas. The CM will also be responsible for liaising with the GM and the O&M Contractor for other key project agreements including the IBA and APCR disposal agreements.

Duties / Responsibilities:

* Responsible for the management and coordination of Waste volumes, ensuring that all operational and financial/commercial obligations are complied with in accordance with the conditions of contract. The CM will be responsible for reconciling waste tonnages received over the weighbridge to those invoiced.

* Optimisation of the ERF's fuel supply arrangements. This will necessitate working with the O&M Contractor and Waste Suppliers to ensure that bunker levels provide sufficient feedstock to operate at full capacity based on daily/weekly/monthly forecast requirements whilst maximising gate fee, NCV and throughput. The CM will ensure that the ERF delivers on/exceeds the waste related targets set within the budget.

* Monitor the waste NCV testing carried out by the O&M Contractor where relevant to ensure testing is carried out in accordance with the terms of the O&M Contract.

* Monitor and investigate any Unacceptable Waste delivered to the ERF as advised by the O&M Contractor. The CM will be responsible for suspending waste supplies by a given supplier under the terms of the waste supply agreements where instructed to do so by EGECL.

* Working with the Brockwell Energy finance team ensure that all gate fee invoices are submitted in accordance with the conditions of contract including any put or pay liabilities and NCV adjustments.

* Supporting the development of the ERF's short and long term waste supply strategy through the development of relationships with local and national waste businesses and local authorities. The CM will be responsible for the renewal and replacement of waste supply contracts on expiry/termination including identification of potential new suppliers.

* Developing and maintaining the ERF's contingency arrangements during periods of planned and unplanned maintenance. The CM will be required to negotiate and manage contingency arrangements with other facilities in the short and long term for waste and residue disposal. The CM shall work with the O&M Contractor to ensure compliance with the contingency arrangements.

* Monitor the O&M Contractors management of the IBA and APCR contracts and where necessary exercise EGECL's rights under these contracts to ensure timely removal of residues. The CM will be responsible for maintaining a record of residue tonnages invoiced and reconciled to the weighbridge receipts and ensure that payments made by EGECL reflect the contractual provisions within the O&M, IBA and APCR contracts.

* The CM will take a lead role in preparation of the annual budget and forecasts with regard to waste and residue volumes.

* Support the GM on the delivery and administration of the O&M contract

* Support the GM on the deliver of the PPA and ESA Agreements

* The CM will participate and report into the monthly Management Board as part of the EGECL management structure and contribute to monthly reporting as required under the Management Services Agreement (MSA).

* Be the interface between the O&M Contractor and waste suppliers in relation to the scheduling, provision and where applicable, testing, of waste volumes.

* Be the day to day contact from EGECL regard to the contractual requirements under the waste supply agreements, residue offtake contracts reporting into the GM and Commercial Director.

* Representing EGECL in the marketplace with regard to fuel procurement and contract negotiation.

* Be the primary EGECL contact with regard to nominated contingency facilities for waste and residue volumes, working alongside the O&M Contractor, to coordinate the supply of tonnages.

* Financial management and oversight

* Input into the monthly forecast, annual budgeting and long term planning process and tracking performance vs. budget/forecast in relation to waste and residue volumes

* Working closely with the Brockwell Energy finance team to ensure timely and accurate invoicing of all amounts due under the waste supply and residue agreements.

Requirements

* Demonstrable experience in waste contracts management in Scotland's commercial waste sector and/or local authority sector.

* Demonstratable experience in specifying and negotiating waste services contracts, with experience in disposal contracts preferred.

* Highly developed network of contacts within the Scottish waste management sector. The candidate must be able to build and maintain strong relationships with waste management companies and local authorities alike

* Proven track record of account management.

* Prior knowledge and experience procuring waste for Energy Recovery plants preferable but not essential.

* Proven track record of working to clearly defined service delivery KPI's.

* Solid analytical, planning, and organisational skills with the ability to multi-task. Ability to work as part of a multi-disciplined team key.

* Strong communicator, both written and verbally with well-practiced negotiation skills.
