Job Context

The finance support functions across ACS are responsible for implementing the client contribution charging policies by gathering financial information from service users and applying a charge. As well as recording and monitoring residential deferred payment debt the team provides an advice and debt management service for ACS budget holders.

These functions work in collaboration to provide a payment and monitoring service to support the ACS care management teams with the provision of care and the management of appointee and deputy funds.

Main Areas Of Responsibility

When required undertake home visits, in accordance with agreed timescales and targets, to service users and prospective service users, in order to collect data to enable the completion of a financial assessment. Complete financial assessments submitted electronically or in a paper format.
To provide advice and assistance to service users, either during a visit or by telephone to enable the completion of the financial assessment and advise on the charging policies and process. To provide information and advice to ensure the service user applies for benefits they are entitled to advising them of other agencies and partners to contact i.e. Department for Work and Pensions, Citizens Advice Bureau, Herts Help, Money Advice etc, and make referrals on behalf of the service user.
Maintain and update personal knowledge of all aspects of benefit entitlement and charging polices and practice
To support the provision of timely, accurate and business focussed financial information to all stakeholders, including finance colleagues, ACS Managers, service users and care providers making use of standard IT packages to produce basic reports.
To assist and encourage others in the promotion of best financial practice and compliance with the relevant accounting, statutory and Hertfordshire County Council (HCC) financial regulations and procedures.
To demonstrate an understanding of basic finance polices and to respond promptly and bring to the attention of the relevant Senior Finance Officer, any emerging issues within allocated areas of work.
To liaise and work closely with colleagues across Adult Care Services to assist in the delivery of efficient and effective financial service dealing with client contribution financial assessments, charging and client finances.
To respond in a business-like and customer focussed manner to queries from the public, care providers or other stakeholders in relation to the services for which the team is responsible.
To support the accurate and timely processing and recording of financial data and maintenance of financial records and to assist in the production of financial management information to meet the needs of the Finance Business Partner for ACS, making use of standard IT packages to produce basic reports.
To contribute to the identification and realisation of both service improvement and increased efficiency, including the use of new technology.
To support the development of the team's understanding and delivery of the Council's equalities and diversity agenda.

You will be a highly motivated individual, capable of developing professional relationships with all stakeholders, including service users and colleagues across ACS.
You will have excellent communication skills demonstrating the ability to communicating either verbally, on the telephone and by letter tailoring the information to suit all levels.
You will also demonstrate the ability to deal with difficult face to face conversations.
The successful candidate has to demonstrate they are self-motivated and have the ability to manage their workflow and meet deadlines. You may be faced with challenging situations and have to demonstrate you have the ability to work in this environment.
The successful candidate will have the ability to explain financial matters in clear, understandable terms to members of the public and non-finance staff within Health & Community Services.
You will be competent at keeping accurate manual and computer records. You will demonstrate the ability to work to and apply all relevant policies and procedures and to ensure that colleagues adhere to them.
It is desirable that you possess knowledge of the welfare benefits system.
You will possess good IT skills and experience of working with large data bases is desirable as well as a good knowledge of Microsoft office applications especially excel. Knowledge of SAP would also be beneficial.
You will have 5 GCSEs including Maths and English at grade C and above or equivalent.
The role requires travel to other HCC sites and full driving licence and may occasionally require travel throughout the county, therefore a full driving licence and the ability to provide own transport is desirable.Please be aware this advert will remain open until the vacancy has been filled.
