We are the Strategic Pipeline Alliance (SPA) and our purpose is to 'Make the East of England Resilient to the Effects of Drought.' By delivering a smart and resilient transfer system through the delivery of Pipelines, Pumping Stations and associated structures, we will be capable of delivering large scale strategic assets and complex systems to our current asset base by ensuring that these are digitally enabled. Essential to contributing to our ambitious projects is our ability to deliver design and build construction products in the safest, most efficient and to the highest quality possible.

With this in mind, we are looking for Project Delivery Managers to join us on contributing to our North, South and Discrete schemes. A collaborative leader with proven ability to deliver multi-disciplined work, aligned with SPA strategies in logistics, production, design, assembly, SHEQ, reporting and digital creation. Can deliver design and build construction products to time, cost, quality, carbon, HSE targets in line with customer and owner outcomes.

Key Responsibilities:

* Lead on a production driven delivery approach - ensure production processes are embedded and all opportunities for efficiency and continuous improvement are utilised

* Produce a project execution plan and deliver work to the agreed efficiencies by applying Production and Digital transformation and other initiatives

* Create, implement and promote a project culture that deliver industry leading Safety, Environmental and Quality performance

* Develop, implement and champion people, behaviours and principles based on the principles of working differently for the best of the customer

* Develop, implement and apply project controls and robust commercial management

* Ensure that key deliverables within each stage of the project are being administered to the highest standard on a consistent basic programme

* Participate in the production of pre-construction & construction programmes

* Experience in various construction methodologies & techniques for pipeline activities (Including for a range of materials & diameters)

* Understand various lead times for procurement (materials, subcontractors, ecology, resource etc.)

* Deliver the Pre-Delivery activities in accordance with the Anglian Pipelines strategy

* Rapid mobilisation of the Pre-Delivery team for Delivery stage

* Quality assurance, review process, and archiving for the Pre-Delivery works

* Manage submission of consents, licences and permits to achieve key delivery milestone

* Identify construction and environmental risks (costs, programme, legal liabilities, PR), propose mitigation measures, and track the risk profiles throughout the Pre-Delivery process through Pre-Delivery preparation, submission and receipt of consents, licences and permits to de-risk the project

* Work collaboratively with the Delivery Manager, other Pre-Delivery Managers and the Delivery Leads to ensure a consistent approach to the submissions and to look for economies of scale, efficiencies and lessons learnt, to reduce costs and achieve the programme

* Proactive participation in the stakeholder engagement strategy with third parties to minimise objections to planned works in a timely and cost-effective manner

* Close liaison with the EIA, design, environmental and delivery teams in SPA to ensure the effective and efficient delivery of the SPA programme of work

* Working closely with the Commercial teams to monitor & produce cost forecasts for preconstruction & construction

* Deliver a new water transmission system that is fully integrated into our existing asset

* Drive out performance through innovation and the right behaviours to achieve best outcomes for customers and investors ensuring the delivery of the Water Resources Management Plan

Qualifications, Skills & Competencies:

* Experienced in leading and delivering large scale projects of work including water infrastructure, or large-scale linear projects

* Experienced in leading multi contractor, multi-disciplined teams, unifying them into an industry leading delivery team

* Can demonstrate the ability to outperform against a tight budget through effective programme development, risk and opportunity management and use of production and innovation

* Experience in stakeholder management; including customers, client, site operators, landowners and utility companies

* Civil/Construction Degree or equivalent

* CSCS card and SMSTS

* Full Driving License
