As a middle manager within the Council you will:
* Lead, manage and motivate the team to deliver high performance
* Ensure that corporate/departmental people practices are understood and implemented within your service
* Effectively manage budgets and projects within your service ensuring effective cost management and prioritisation
* Monitor and evaluate your team's performance and recommend areas for improvement based on evidence
* Coach and support staff to develop

* Communicate effectively with elected members and other partners/stakeholders
* Collaborate constructively with partner organisations and other stakeholders including internal services and colleagues
* Build a culture of trust in your team
* This post will contribute significant financial/technical/asset data to the Housing Management Team, to allow development of annual, 5 year and 30-year asset plans, but has no direct budgetary control
* The post will help monitor progress against annual budgets of circa GBP50-GBP70 million per annum
Accountabilities
Using a handheld device carry out Mechanical and Electrical Condition Asset Surveys and Maintenance Surveys.
Using a handheld device carry out Health and Safety asset audits for works detailed in the Mechanical and Electrical Asset Surveys.
Produce Planned Preventative Maintenance (PPM) plans and schedules of work.
Produce Engineering Life Cycle and forward capital cost plans
Prepare mechanical and electrical viability and options appraisal reports based on asset information gathered identifying and promoting environmental sustainability investment opportunities including the decarbonisation strategy and the use of new technologies to promote sustainability and energy efficiency improvements including opportunities for greening and social value projects
Work with the rest of the Asset Management Team, Neighbourhood management, Building Safety and M&E & Compliance team, Regeneration, Repairs and Planned Maintenance Teams to develop a wider knowledge of the stock and the ability to identify, prioritise and programme Mechanical and Electrical condition surveys that support future priorities and the delivery of longer term investment needs.
Work with the rest of the Asset Management Team, Neighbourhood management, Building Safety and M&E & Compliance team, Regeneration, Repairs and Planned Maintenance Teams to develop a wider knowledge of the stock and the ability to identify, prioritise and programme Mechanical and Electrical condition surveys that support future priorities and the delivery of longer term investment needs.
To carry out ad-hoc requests for surveys or advice in response to either Council Officers, Members or resident queries or complaints, preparing reports where required.
Identify specific installations or properties for further option appraisal and additional investment.
To provide a customer focused service which meets the agreed standards and targets. This will involve working in partnership with a wide range of internal and external customers and stakeholders, to deliver an improving service.
Manage and support third party install access requests including contractor monitoring.
Where appropriate to represent Enfield Council in an official capacity and to ensure this is in professional and courteous manner.
Participate in the out of hours emergency on-call rota, as required to support service needs.
Any other duties reasonably requested by management
Carry out all accountabilities in compliance with the Council's Policies and Procedures
Key Relationships (Internal and External):
There will be contact at senior level with consultants and contractors, with Council officers and elected members.
There will also be contact with third party organisations such as RSL's where works are to be carried out on their behalf as part of a project.
These contacts will be operational planning, exchanging information, corporate working, problem solving and maintaining service requirements

Ability to effectively plan and manage budgets and resources;
Demonstrates a good understanding of the political structure and role of elected members;
Ability to work collaboratively both with own service and across other services;
As a regular and intrinsic part of this role required you to speak to members of the public in English, the ability to converse at ease, politely and courteously with customers and provide advice in accurate spoken English is essential and consistent with the requirements of this role;
A relevant Mechanical and Electrical qualification such as a HND or equivalent, plus experience of undertaking a similar role;
Experience of undertaking Mechanical and Electrical Condition Asset Surveys and developing Maintenance schedules in residential premises;
Experience of producing Planned Preventative Maintenance (PPM) plans including Engineering Life Cycle and forward capital cost plans;
Experience of preparing Mechanical and Electrical viability and options appraisal reports based on asset information gathered, identifying and promoting environmental sustainability investment opportunities.
Ability to conduct detailed investigations, analyse and evaluate a broad range of data and identify potential service improvements
Desirable:
Working knowledge data management systems such as of Keystone, Apex; Chrome;
Knowledge of Revit and point cloud modelling applications; Cobie databases; 3D BIM models and 2D CAD applications
