Post Designation: Planning Officer (DM)
Location: National Park Office Brecon
Grade: 6
Responsible to: Principal Planning Officer
 
Main Responsibilities
 
1. To process householder and other straightforward planning applications including site visits, meeting applicants, negotiations, correspondence and preparation of reports.  When necessary to present cases to Planning and Rights of Way committee (PAROW).
2. To assist the team to process all other planning related work including where appropriate applications, Certificate of Lawfulness for Existing Use or Development / Certificate of Lawfulness for Proposed Use or Development or fringe consults.
3. To respond to general and specific enquiries on planning related matters from members of the public and to provide advice on householder development at planning advice surgeries.
4. To respond to preliminary enquiries in respect of development within the National Park Authority area.
5. To liaise with the Enforcement team in all matters relating to unauthorised development within the area.
6. To undertake research, preparation and submission of appeal documents in relation to written representation, appeals and informal hearings under supervision of the Principal Planning Officer.
7. To contribute to the review of the Local Development Plan (LDP) process.
8. To contribute to policy development in an Authority that wants its LDP to be innovative and inclusive.
9. Any other related duties and responsibilities appropriate to the postholder’s remit and grading level within the organisation as determined by the Chief Executive.
 
Essential Criteria
 
-        A recognised planning qualification, degree or equivalent in Town and Country Planning or a related discipline.
-        Eligible for membership of RTPI or working towards full membership
-        A sound knowledge of planning and related legislation and procedures
-        An ability to provide coherent, competent and professional advice both written and verbal
-        An ability to demonstrate organisational and interpersonal skills required to meet deadlines and for presentation of reports to appropriate meetings
-        An ability to work as part of a team to promote the purposes of the National Park Authority
-        A good telephone manner and ability to deal diplomatically with the public, National Park Members and staff
-        Clean driving licence

 Salary: £24,491 - £27,041 per annum
Period of employment: Permanent Contract
Working hours: 37 hours per week
 
Annual leave entitlement
 
22 days per annum pro rata, plus 8 public holidays and 2 extra statutory days.  Leave entitlement rises annually to 25 days per annum pro rata after 5 years’ service.
 
If you transfer from the service of an outside Authority to the Brecon Beacons National Park Authority, you are able to bring with you your accrued leave entitlement (accrued due to length of service) up to a maximum of 25 days.
 
Pension
 
The pension scheme in place is a standard Local Government one; the employee contributes 5.5% (up to £14,100) which rises to 5.8% (£14,101) of their contractual hours worked and the employer currently contributes 20.9 %.

1. Prosesu ceisiadau cynllunio perchnogion tai a cheisiadau syml eraill gan gynnwys ymweliadau safle, cyfarfod ag ymgeiswyr, trafod, gohebu a pharatoi adroddiadau.  Pan fo angen, cyflwyno achosion i’r pwyllgor Cynllunio a Hawliau Tramwy.
2. Cynorthwyo’r tîm i brosesu’r holl waith arall cysylltiedig â chynllunio gan gynnwys, ble bo’n briodol, ceisiadau, Tystysgrif Cyfreithlondeb Defnydd neu Ddatblygiad sy’n Bodoli / Tystysgrif Cyfreithlondeb Defnydd neu Ddatblygiad Arfaethedig neu Ddatblygiad neu ymgynghoriadau ar y cyrion.
3. Ymateb i ymholiadau cyffredinol a phenodol oddi wrth aelodau’r cyhoedd ar faterion sy’n gysylltiedig â chynllunio a chynghori ar ddatblygiadau perchnogion tai mewn cymorthfeydd cynghori cynllunio.
4. Ymateb i ymholiadau cychwynnol ynghylch datblygu yn ardal Awdurdod y Parc Cenedlaethol.
5. Cydlynu gyda’r tîm Gorfodaeth ar yr holl faterion ynghylch datblygu heb awdurdod yn yr ardal.
6. Cynnal ymchwil, paratoi a chyflwyno dogfennau apêl mewn perthynas â sylwadau ysgrifenedig, apeliadau a gwrandawiadau anffurfiol o dan oruchwyliaeth y Prif Swyddog Cynllunio.
7. Cyfrannu at y broses o adolygu’r Cynllun Datblygu Lleol.
8. Cyfrannu at ddatblygu polisi mewn Awdurdod sydd eisiau i’w Gynllun Datblygu Lleol fod yn arloesol ac yn gynhwysol.
9. Unrhyw ddyletswyddau a chyfrifoldebau perthnasol, eraill sy’n briodol i gylch gorchwyl a lefel graddfa deilydd y swydd yn y sefydliad, yn ôl penderfyniad y Prif Weithredwr.
