This professional organisation, located in Andover Hampshire, is seeking an experienced recruitment manager to join their People team as a Resourcing Manager on a 7-month contract. You will be working from home, ideally based in Hampshire or Wiltshire to support the team when we they are able to work together again.

Key Accountabilities

* Operational leadership of the Talent & Resourcing team

* Work collaboratively with the People Director, Heads of Service and Executive team to establish and develop an appropriate and timely response to key organisational resource issues, ensuring we meet future organisational challenges aligned to corporate objectives, identifying and improving current recruitment practices.

* Translate resourcing requirements into achievable resource plans and strategies, including talent pipeline design working collaboratively with senior leaders to ensure recruiting processes articulate our cultural vision and alignment

* Delivery of a proactive, innovative Resourcing service for the organisation.

* Ensure best-practice processes are utilised throughout recruitment, ensuring recruiting managers and panels are equipped to run robust but effective recruitment assessments

* Working in partnership with ER colleagues

* Work in collaboration with the Learning & Experience team to ensure a joined-up approach to selection, on-boarding and induction that is aligned to corporate strategy and flowing into broader employee experience

* Establish key quality metrics that measure outcomes and efficiency, enabling better experience, decision-making, cost effectiveness and results

* Regularly assess resourcing activities to ensure their effectiveness and success at achieving desired outcomes.

* Management of external provision and job boards, including the contract management of Neutral Vendor arrangement for agency activity, reducing the agency bill and increasing direct hires

Qualifications and Experience

* Significant demonstrable experience as a Resourcing Manager, dealing with in-house recruitment across multiple disciplines

* Proven experience in agency activity, either working in agency recruitment or recruiting through agencies, which includes account management, troubleshooting, influencing & VFM

* Demonstrable experience of developing and managing high performing individuals and teams, building close relationships and partnerships with key internal and external partners

* Proven experience of implementing recruitment strategies in a complex environment with an emphasis on transformation and culture change

* Qualified in SHL or similar, with the ability to administer and provide feedback on personality and ability assessments

* Previous experience in project management; stakeholder management; change management; design and delivery of resourcing initiatives

* Demonstrable experience in influencing colleagues and stakeholder groups up to and including executive level

* Extensive knowledge of employment law relating to recruitment with the ability to implement that knowledge to develop policy and processes, as well as advise others

* Experience of budget and financial management

* Demonstrate flexibility in responding to changing demands and priorities
