Ofcom exists to make communications work for everyone. We regulate the TV, radio and video-on-demand sectors, fixed and mobile telecoms, postal services, plus the airwaves over which wireless devices operate. We are also helping to inform the ongoing debate about the future of online regulation.
Our culture is shaped by five corporate values: excellence, agility, collaboration, empowerment and respect.
Purpose of the Role
The Connected Nations Report is one of Ofcom's key publications. This annual report gathers information about coverage and performance of fixed and mobile services from providers across the UK to help inform consumers and policy makers about the availability of communications services.
We're looking for a Technical Specialist to support the Connected Nations Data Team in liaising with stakeholders for the collection of data about their network coverage. You'll be keen to ensure the data we collect is complete, consistent and comparable between operators.
As a technical specialist in the team, you'll lead the way by providing specialist advice to the rest of the team and be keen to get involved the complete data collection process, from the initial contact with stakeholders to verifying the accuracy of the data once the data has been submitted.
Requirements of the Role
You'll maintain an understanding of how communications providers are deploying their networks, using both fixed and wireless technologies; specifically:
Fixed Networks (e.g. GPON/XGS-PON) - approach to roll out in different areas and how this affects claimed network coverage.
Fixed Wireless Access - the equipment and spectrum used by Wireless Internet Service Providers (WISPs) and the impact on the performance of the network.
You'll support other colleagues in the project team to ensure that the analysis is an accurate representation of the technical capabilities of the network.
You'll work with other colleagues across Ofcom to ensure that the approach selected is consistent with our other work.
You'll represent Ofcom in technical discussions with stakeholders.
You'll be a good team player and be keen to collaborate with the other members of the project team, particularly on the data handling.
Skills, knowledge and experience
You'll have strong technical expertise in at least one of fixed (full fibre) or fixed wireless technologies, e.g. a background in access network planning, fixed, mobile or wireless networks and/or deployment of internet access services/VPNs.
You'll have the ability to apply technical knowledge to a wide range of projects and communicate outcomes to non-technical audiences.
You'll be confident in working with other project team members, from a variety of backgrounds, understanding their needs and to ask pertinent questions and challenge input.
You'll have the experience of working with internal and external stakeholders to ensure that the modelling approach and data provided is robust.
You'll be able to demonstrate sensitivity when handling commercially sensitive data.
You'll be able to use in Microsoft office - outlook, word, excel and powerpoint.
You'll have the ability to effectively prioritise workload and react to changing priorities.
Qualifications
Degree/Higher Level Education in Communications Engineering or relevant work experience.
As an equal opportunities employer, should you require any reasonable adjustments to be made as part of the application process please contact us directly.
