Landmarc Support Services Ltd manage and maintain over 220,000 hectares of land across the United Kingdom on behalf of the Defence Infrastructure Organisation (part of the Ministry of Defence).

As the Built Estate Delivery Advisor you will be responsible for contractual delivery plans across the East region, providing technical advice and strategic guidance relating to the built estate to ensure compliance with the contract, building regulations/standards and other statutory requirements.

Main Duties

* Review, update and submit plans for agreement and signature, these include the Integrated Estate Management Plan, Asbestos Management Plan and the Legionella Management Plan

* Own and maintain the legionella and asbestos registers within the Asset Management System (AMS)

* Survey hot & cold water systems on a rolling program and create new asset specific legionella risk assessments.

* Ensure these plans are delegated to regional delivery staff as required

* To act as the focal point for the Utilities Management Bureau, liaising with head office and contractors as required.

* Be responsible for the maintenance of the Master index, Asset Register, Asset Condition database and reporting monthly on statutory compliance of assets

* Be the driver for the Property Change Form (PCF) process in collaboration with DIO.

* Be responsible for ensuring that Authorised Persons (AP) cover is adequate across the region and to own the AP audit actions using bsi Entropy software.

* Be responsible for statutory compliance such as Building Regulations/Standards, Fire Safety, Equality Act, Planning and Environmental Guidance, complying with CDM requirements and act as asbestos and legionella coordinator

* Carry out monthly level 2 asset and completed work order audits in collaboration with DIO.

* Review works arising ensuring that work is carried out by the most appropriate team, e.g. additional works, core contract, reactive maintenance, etc.

The Ideal person

* You will be qualified in either a an M&E or B&CE bias gained through a Level 4 such as NVQ/HNC or will have gained appropriate experience

* Knowledge of the building services and statutory regulations to include CDM, legionella (WS2/WS8) and asbestos (P402/P405)

* H&S such as COSHH, manual handling, risk assessments and safe systems of work to IOSH Managing Safely level

* Worked with asset management systems

* Knowledge of project work and the practicalities of delivery

* Able to ensure appropriate quality standards are adhered to across functions

* Planning and analysis skills

* IT skills including the use of planning software
