MMP Consultancy are currently recruiting for a Senior Asset Compliance Manager to work with a housing association based in Berkshire. My client is looking for someone has a strong background within compliance and has carried out a similar role.

This will be a permanent position paying GBP57,000p/a + Benefits.

The role:

* Your role will be to work across the assets & growth directorate to manage the compliance of contractors and consultants commissioned to undertake work on behalf of the association.
* You will take operational responsibility for delivering compliance with landlord obligations on various workstreams, you will ensure the right programme of inspections, surveys and checks are carried out and that resulting remedial programmes are delivered in a timely manner, with accurate certification against validated stock data.
* You will be the designated Building Safety Manager, in line with the proposals set out in the draft Building Safety Bill 2020.
* You will be working with colleagues to provide direction on the management of risk and ensuring legislative and regulatory compliance by the association's contractors. You will also oversee the management of insurance claims for the planned works team and manage the facilities management function for the business.

What will you be doing here:

* You will develop and implement health and safety compliance programmes in relation to our obligations as a landlord.
* You will monitor delivery of the outputs of contracts for agreed programmes, to ensure compliance with agreed targets, budgets and standards; and that contracts are executed according to the agreed programme management plan.
* You will work in collaboration with corporate health & safety colleagues and report into and attend the operational compliance group and other meetings as required.
* You will manage appropriate data management systems and work with the health & safety assistant to record all testing, inspection and remedial works, including the asbestos register.
* You will ensure the establishment and maintenance of robust and accurate programme compliance records, files and reports, for both existing and new programmes, for legionella, fire, lifts, AOVs, electrical testing regime, asbestos and other programmes as they arise.
* You will act as the asbestos responsible person for the association which will include the identification and management of ACMs to meet with the requirements of our asbestos policy and asbestos management plan, and regulation 4 of CAR 2012.
* You will be the appointed Building Safety Manager as set out in the draft Building Safety Bill 2020 (the requirements set of this role to be specified in the final legislation).
* You will have oversight of the planned investment programmes, working with the lead asset partner (planned works) to ensure that they are delivered in accordance with all relevant health and safety legislation, current regulations and policies.
* You will, in delivering this responsibility, review all relevant documentation, specifications, plans of work, risk assessments method statements relevant to the specific projects and organisations.
* You will also review and develop technical specifications, working with procurement colleagues on tendering and awarding contracts with robust KPIs and effective contract management frameworks.
* You will monitor all existing, new or proposed legislation, statutory regulations, best practice and codes of practice pertaining to construction and landlord related health and safety matters and promote them internally and to external contractors.
* You will be responsible for maintaining the contract register and ensuring all mandatory documentation and certification relevant to each contractor is up to date and accurate.
* You will manage the planned works department's response to insurance claims, making sure the process is understood by colleagues and how it works with the asset register; and work with company secretarial assistant (risk & insurance) to ensure that all relevant claims are submitted and administered through to completion, providing feedback were necessary.
* You will work with colleagues in the new homes & regeneration department ensuring contractors and consultants meet their health and safety obligations.
* You will ensure the planned works and repairs & servicing departments have accurate and timely information to meet our ongoing health and safety obligations for new homes.
* You will positively support activities that help promote our new culture (see below) both as a colleague and a leader within the business.
