A regional Housing Association are seeking a Senior Compliance Manager to join the organisation to lead on all safety and compliance matters within the Asset management Team.
The Senior Compliance Manager will be solely responsible for leading on all corporate compliance with the focus on Health & Safety (H&S) duties as a landlord, employer, maintenance works and construction client as well as managing a small team.
You will be expected to be the organisations' competent person and manage all H&S aspects relating to the property portfolio and Manage corporate H&S arrangements to ensure compliance with legislation and best practice. You will Work with Senior managers to ensure that H&S policies and procedures reflect regulatory requirements and are aligned with sector best practice.
It is expected you will undertake a strategic approach to the effective management of property related compliance activities, including gas, asbestos, fire, water, electrical, and mechanical safety, and be able to implement an active asset management strategy. You will manage the compliance of contractors and consultants commissioned to undertake work on behalf of the association.
Key Duties
* Implement, monitor and advise on Health & Safety Management systems across the organisation;
* Work with colleagues to ensure that H&S policies and procedures are up to date and reflect best practice;
* Keep up to date on relevant H&S legislation and best practice and ensure that any changes are disseminated appropriately to colleagues;
* Be responsible for providing regular management reports to senior managers on landlord, employer and maintenance works & construction client and other relevant aspect of H&S
* Carry our periodic checks on buildings and information held on landlord H&S; Fire Risk Assessments (FRAs), fire safety equipment, lifts, asbestos; gas servicing; electrical testing, water hygiene management, accident and incidents and other H&S related areas;
* To be responsible for procuring FRAs from a fire specialist for all buildings with communal areas;
* Allocate jobs raised as a result of FRAs to relevant colleagues across the business and monitor and report on their status in a timely manner;
* Manage the H&S budget to ensure value for money;
* You will have oversight of the planned investment programmes to ensure that they are delivered in accordance with all relevant health and safety legislation, current regulations, and policies.
* You will review all relevant documentation, specifications, plans of work, risk assessments method statements relevant to the specific projects and organisations.
* You will also review and develop technical specifications, working with procurement colleagues on tendering and awarding contracts with robust KPIs and effective contract management frameworks.
The Successful candidate will have experience of defining strategies, ideally in relation compliance procedures, is essential.

You will have the following:
• Relevant health and safety or building safety qualification (e.g., IOSH/NEBOSH).
• Minimum three years relevant experience.
• Incorporated or associate member status of RICS, RIBA, CIOB or CIBSE (desirable).
• Evidence of significant continuing professional development (CPD).
• BOH4 P405 - management of asbestos in buildings (or similar qualification) (desirable).
