Our client is seeking an enthusiastic and committed Assistant Head of Housing to manage a team of staff including Area Managers, Former Tenant Arrears Officer, Area Development Officer and Administrative Assistants. The area to be managed has circa 4000 properties made up of general needs accommodation, high rise and accommodation for older persons.

The post holder will have overall responsibility for the management of rent arrears, tenancy related matters and compliance in the designated properties, which also includes staff management and dealing with performance issues.

They are looking for the ideal candidate to have an excellent understanding of housing legislation, policy and best practice. This will also include the welfare reforms, the welfare benefits system and how this will impact upon the recovery of rental income. You will take responsibility for the management of the area and in order to do this job effectively this will require excellent negotiation and communication skills with a “can do” attitude.

The successful candidate for this position will have previous senior management experience within a social housing environment. Ideally holding a relevant housing or social care qualification, a membership of the Chartered Institute of Housing would be advantageous. You will have experience of managing contracts for the delivery of housing management and estate services and of budgetary control. They are seeking a person with the right attitude who has the ability to get things done, and can drive forward service improvements and practices.

You will be required to have a good and sound knowledge of Health and Safety regulations and other legislative requirements and be able to undertake investigations, complete reports and deal with complex cases.

As Housing Officer it will be your responsibility to be a visible presence in our client’s housing neighbourhoods whilst also directing customers to appropriate agencies and services for support.

You will deal effectively with Anti-Social Behaviour, Harassment and Domestic Violence and work in partnership with other agencies to support tenants, or take legal action if required.

You will carry out regular estate inspections and follow up any action that may need to be taken.

Working closely with the cleaning and grounds maintenance contractor to ensure an effective service is delivered, you will also work with the allocations team to facilitate the speedy re-let of any vacant properties.

Assisting in the collection of rent, you will adhere to all policies and procedures, contributing to any development or change

Candidate Requirements:
For the role of Housing Officer the ideal candidate will have previous experience as a Housing Officer, be educated to A Level or equivalent and have good knowledge of housing policies and laws.

With an understanding of equal opportunities, you will be an excellent communicator, both written and verbal, and have the ability to prioritise your work.

As a good timekeeper, you will meet deadlines and understand customer needs in order to provide an excellent service.

It is essential that you have experience of housing management and tenant liaison.

Due to the travel involved with this role, you must hold a full drivers license and be available to attend evening meetings out of the normal office hours.

Due to the nature of the role you will need to be able to deal with a wide range of people with diplomacy, discretion and sensitivity.

The main purpose of this role is to provide advice to the public and assist the Retirement Living Team with housing support. Within this role your main responsibilities will include acquiring knowledge of the housing stock, tenants and facilities to act as a focus for housing enquiries, ensuring that customer enquiries and requests received by telephone / fax or in person are dealt with efficiently and providing support to the housing team, conducting visits to schemes and tenants as determined by the Senior Housing Officer. You will also be expected to assist in the establishment and maintenance of an information database, collecting information, preparing statistics and monitoring customer satisfaction, liaise with Property Management in relation to repair enquiries and ensure that estate management queries, complaints and permissions are dealt with and resolved as appropriate.

The successful candidate will have worked within a similar role previously and will have a good standard of general education. It would also be advantageous for you to hold a CIH Housing qualification. You must be a strong and highly motivated team player who is confident when working with MS Office and you will have experience of working within the service sector with face to face and telephone contact as well as letter / report writing. Experience of working within housing or a community focussed organisation would be advantageous as would experience of facilitating support for meetings / events and developing long term relationships with third parties. You will be honest and confident in your approach and be highly organised with the ability to work accurately under pressure. You must also be flexible, self-motivated and conscientious and have a full UK driving licence and access to a vehicle for work purposes.
