The successful applicant will be required to process, evaluate, manage, co-ordinate, measure, cost and conclude tenders, supporting both our Public and Private Sector clients.

Minimum Requirements:

* Excellent proven knowledge of; Contracting sector processes, contract format / obligations, Buildability and Construction Estimating procedures and processes.
* Proficient in usage of Conquest and Microsoft Office Suite.
* Develop costs from first principals through to tender adjudication stage.
* Hold relevant construction qualification or proven sector wide experience; preferably both.
* Experience in tendering for both New Build and Refurbishment projects up to £8m.
* Experience of Design and Build
* Experience of BREEAM and other sustainable building methodologies is desirable, together with the ability to develop and manage cost plans and work as part of an integrated team with BIM .
* Possess a high level of motivation and organisation.
* A full UK driving licence

As a credible member of the Developer Services Team you will:
•Lead a team within the DS Design, Build and Technical Engineering Section to ensure that water supply and wastewater schemes are handled, designed and managed within the statutory, regulatory and financial frameworks
•Provide professional management and administration of DCC outsourced contracts for design and construction of schemes undertaken by your team, and co-ordinate associated commercial processes

•Check the quality of output from your team, in accordance with DCWW QMS requirements, agree remedial measures with the Principal Engineer and implement them within your team
•Promote stakeholder relations, representing DCWW at meetings with external parties to ensure that DCWW’s interests are protected at all times and that risks to the business are minimised. Escalate matters to the Principal Engineer as appropriate.
•Comply with DCWW Health and Safety requirements and ensure that all projects designed comply with CDM regulations
•Ensure that service delivery by your team remains compliant at all times with policy and legislation
•Work collaboratively with delivery partners/contractors to ensure that schemes deliver on time and to expectation.
•Assist the Principal Engineer in developing and maintaining processes and procedures with the Design, Build and Technical Engineering function
•Represent the Principal Engineer as appropriate, in internal and external matters

Principal Accountabilities
•Timely, safe and cost-effective delivery of all services within your team working closely with asset strategy, operations, asset capability, capital and delivery partners/contractors (services such as requisitions, rechargeables and water supply schemes)
