Summary

Newport City Council will have responsibility for Civil Parking Enforcement across the city from 1st July 2019. We are therefore looking to appoint a team of enthusiastic, self-motivated, and committed Civil Enforcement Officers to deliver the service. Starting salary within the grade range will be discussed at interview.

About the job

Newport Council will be responsible for the enforcement of the on-street parking restrictions throughout the whole Authority and also its off-street car parks.

As a Civil Enforcement Officer you will carry out high visibility patrols across Newport enforcing parking regulations by way of issuing penalty charge notices to vehicles contravening the parking regulations. This includes:

  • Patrolling public streets and car parks to ensure that regulations are being followed
  • Recording and issuing Penalty Charge Notices
  • Explaining regulations when required to motorists and politely advise them about parking facilities
  • Checking car park equipment and report damage or faults
  • Reporting defective signs and road markings, identifying and reporting any abandoned vehicles
  • Using equipment such as body worn cameras, Bluetooth printers, and mobile phones to record vehicles that are contravening parking regulations
  • Operating as an individual and with other team members to act as a Council ambassador

The role involves patrolling on foot for most of the working day outside in all weather conditions. A full uniform will be provided which must be worn at all times.

Working hours are an average 37 hours per week within a shift rota covering Monday - Sunday working. Some bank holiday working will also be required.

The new Civil Parking Enforcement team will be in post from 10th June 2019 and will report to the Senior Civil Enforcement Officers and Senior Technical Officer – Parking Services & Civil Parking Enforcement. Full training and induction will be provided, please ensure full availability for mandatory training from 10th – 28th June before submitting your application.

A full driving licence is required as you will be expected to cover areas across Newport. A Council vehicle will be provided for deployment to outlying areas.

This post is exempt under the provisions of the Rehabilitations of Offenders Act (Exceptions) Order 1975 and is subject to a standard Disclosure and Barring Service check.

About you

Civil Enforcement Officers will undertake patrols enforcing and advising on Parking Restrictions. Therefore you will need to be able to communicate effectively with people and have the ability and confidence to deal effectively with confrontation.

You may be the only representative of the Council that a member of the public sees regularly and therefore excellent customer care skills are a must, communicating in a friendly but effective manner.

You will also have good road safety awareness, strong observational skills and the ability to work on your own initiative with minimum supervision.

You will be IT literate to allow you to use the hand held computers necessary for the role and willing to work flexibly including evenings and weekends according to the rota. Working mostly outside, you will be happy to be outside in all weathers and a real team player.
