Network Rail owns, manages and develops Britain's railway - the 20,000 miles of track, 40,000 bridges and viaducts, and the thousands of signals, level crossings and stations (the largest of which we also run). Group Digital Railway is a national function within Network Rail, its purpose is to deliver operationally excellent services that enhance today's railway, alongside the strategic vision, leadership and capability which will transform the railway of tomorrow. We bring together the industry-wide Digital Railway Programme, which is setting the vision and strategy for tomorrow's railway with services that are supporting delivery both today and in the future. Enhanced by the ORBIS programme, we provide the data-to-intelligence expertise, asset information and telecommunications products and services necessary for a digitally-enabled railway.

The Digital Railway Programme is an ambitious change programme to design and deliver the digital modernisation of the railway on behalf of the UK rail industry consisting of:
• Accountable for the overall programme strategy, delivering against the Five Case Green Book business case (Strategic, Economic, Business, Commercial and Financial case) and programme engagement which will be employed by Her Majesty's Treasury to evaluate the case for digital modernisation across the UK rail network against other government spending objectives.
• Accountable for the design and development of the programme including business change across the industry and overall enterprise architecture including technology deployment and testing. It is also accountable for defining the rolling programme of deployment of digital modernisation.

About the role (External)

Job Purpose
To maintain effective programme and project controls within a national programme, implementing appropriate processes and allocating planning and control resources within the programme organisation.
Key Accountabilities
• Provide an effective programme controls service support to the Digital Railway Programme, meeting all day-to-day delivery requirements.
• Lead and manage the programme controls organisation for the Digital Railway Programme.
• Implement project control processes and systems within the programme in accordance with the requirements of the Governance for Railway Investment Projects (GRIP) and in-line with national programme controls governance framework.
• Monitor, challenge and report against programme plans and performance objectives, highlighting variance from plan, risks and corrective actions.
• Determine programme control resourcing requirements and maintain efficient allocation of resources within the programme.
• Monitor and update plans so that they integrate into overall investment objectives.
• Comply with the Project Management Framework.
• Provide a focus for all programme controls governance activities within the Digital Railway Programme to enable optimal use of project management, risk management and project controls tools and processes to deliver successful projects.

Skills, Experience and Qualifications
Essential
• Membership of a relevant professional body with chartered status and/or educated to degree level
• Relevant experience in the successful management, planning and delivery of major construction and engineering projects
• A comprehensive knowledge of programme and project controls processes and systems

Desirable
• Knowledge of/experience in Network Rail's processes and systems
• Knowledge of/experience in the UK rail industry
• Six Sigma Yellow Belt

Network Rail adheres to a structured pay framework, any salary offered will be within the following pay range: GBP55,238 - GBP62,143
