An opportunity has become available within Surrey Police for an Emergency Planning Officer at Surrey Police Headquarters. The successful candidate will be involved with assisting in the preparation and maintenance of force plans in response to identified external risks for the force so as to ensure the force complies with the provisions of the Civil Contingencies Act 2004. The candidate will also work alongside external partners within the Surrey Local Resilience Forum to represent Surrey Police in planning and preparing for local incidents and large scale emergencies.

Key Responsibilities

We are looking for a person with planning skills, multi-tasking ability and ideas to work within this dynamic environment to aid the development of plans and procedures that will provide an effective response at times of crisis, whilst supporting business continuity.
Accountabilities will include identifying threats to people and property across the county and in partnership with other agencies devising and maintaining contingency plans on behalf of the force. As such we are seeking an individual with emergency planning qualifications or a history of professional involvement in emergency planning or response.
The successful candidate will have excellent interpersonal and communication skills with the ability to work as part of a team and individually. The ability to prioritise and work well under pressure, as well as keeping to tight deadlines is also essential.

Skills & Experience

The below skills / experience are essential for this role:

• IT literate in Microsoft programs, particularly word, excel, PowerPoint.
• Educated to GCSE level or equivalent.
• Knowledge of the Civil Contingencies Act 2004 with particular emphasis on 'Emergency Preparedness' and 'Emergency Response and Recovery'.
• Previous experience liaising with staff at all levels.
• Previous experience with working in a multi agency environment.
• Ability to produce concise, comprehensive reports and operational plans including the ability to review and update plans.
• Ability to work under pressure.
• Ability to work unsupervised in a multi-agency environment.
• Ability to demonstrate flexibility to work and approach to work and working hours as operational needs arise including weekends and unsociable hours.
• Ability to communicate with strategic, tactical and operational commanders within the police service and partner agencies.
• Proven problem solving skills and abilities.
• Ability to work and contribute within a small team effectively.
• Willingness and requirement to pass an enhanced level of vetting (SC)
• Necessity to drive across a wide geographical area throughout Surrey and Sussex. Including travel to operational incidents, pre-planned events, site visits and visits to partner organisations.
• The role will involve lifting and carrying heavy operational equipment safely.
• Current driving licence.

Desirable (but not essential) skills / knowledge:

• Wider knowledge and understanding of policing operations including internal departments and external agencies.
• Knowledge and understanding of a police response to a major/critical incident or civil emergency.
• Knowledge of the law and human rights.

Additional Information

You will be required to be vetted to Security Check (SC) level and will be expected to undertake on call duties as part of a rota system providing support for operational incidents, for which an additional allowance is payable.
