Organisational Intelligence Analyst
West Essex Clinical Commissioning Group Business Intelligence Team
Contract: 12 Month Fixed-Term Contract, Full Time (37 hours per week)
Salary: GBP28,500 - GBP40,000
Location: Epping - with travel to Chelmsford required
The Role
The purpose of this role is to meet the analytical needs of the West Essex CCG and Essex County Council, providing high quality intelligence products, and enabling both organisations to answer key performance and business questions.
This role is part of the West Essex CCGs Business Intelligence Team and will be based in Epping. However, the West Essex CCG team is part of Essex County Council Organisational Intelligence services based in County Hall Chelmsford and attendance of the Essex Organisational Team meetings in County Hall, Chelmsford will be required.
Reporting to the Head of Business Intelligence - West Essex CCG, the role requires providing West Essex CCG and Essex County Council with excellent quality, reliable, thoughtful and insightful quantitative and qualitative analysis on Health & Social Care data and information. The role is critical in providing strategic leaders, politicians, and Commissioners with the information and business intelligence needed for effective leadership, governance, commissioning and decision making.
This role will require developing performance reports for West Essex CCG as well as reports on statutory targets and returns, dealing with NHS England requests, contributing to and developing the West Essex response to Right Care and provide insight that allows the CCG and ECC to be able to plan in advance through evidence based decision making.
The role's typical tasks are: producing deep dive analysis as well as forecasting and risk stratification, Joint Strategic Needs Assessment reports, analysis of service user demand and performance reporting including analysis of contracting data. The postholder will be also required to develop "so what" analysis, for example to assess the impact of systems pressures on finance and workforce resources.
To be able to deliver these tasks, the postholder will need to showcase knowledge and data gathering and analysing of a wide range of data and evidence, some of it publicly available as well as locally available Essex datasets.
Role specific accountabilities:
• Produce high quality 'deep dive' analytical reports that draw on a range of sources and with clear recommendations for action to improve either outcomes for patients/service users or organisational effectiveness
• Develop and deliver a suite of intelligence products that draw upon a range of analytical, financial, performance and demographic information to enable the organisation to make timely, efficient commissioning and operational decisions.
• Provide useful, timely analysis that enables the organisation to focus on demand management and prevention, as well as 'whole systems' integration, producing better experience for our customers.
• Research, analyse, evaluate and interpret a range of data relating to need, demand and supply and support cost/benefit analysis in reaching evidence based recommendations.
• Engage with stakeholders, and work collaboratively, to scope requirements and develop robust research and analysis products that enable commissioners to assess current and future needs, demands, trends and supply across geographies.
• Analysis of health data (SUS, HES, SLAM) to support the monitoring and deep level understanding of patient activity within the health and care system.
• Support the production and further development of the Joint Strategic Needs Assessment and suite of reports.
Knowledge, skills and experience
• Educated to degree level or equivalent by experience.
• Evidence of continuing professional development.
• Experience of having worked within local government or health sectors would be preferred
• Understanding of the complexities of working in a political environment, skills in understanding and responding to different perspectives
• Practical experience and knowledge of quantitative and qualitative analytical tools and techniques in an evidence-led organisation, with examples of having produced recommendations that led to improvement
• Understanding of organisational performance management frameworks
• Knowledge of evaluation frameworks and techniques, particularly in terms of demonstrating impact in complex, multi-agency programmes
• Understanding of the policy agenda and the operational environment of Health and Social Care.
