Health Safety and Environmental Manager, New build biomass fuelled power station.
Salary/Rate: £48,000/annum.
Working time/pattern: 5 day working week (Mon - Fri), 8 hrs/day.
Location: Tansterne Advanced Biomass Power Plant, East Riding of Yorkshire, near Kingston upon Hull.
Primary function:
The Health Safety and Environmental Manager will work at a newly constructed, state of the art, power generation facility fuelled by biomass. The facility consists of the following systems:
- A biomass storage and fuel handling facility,
- Two high pressure water tube boilers, 40 tonne/hr steam raising capacity each,
- A single 23 mega-watt high efficiency steam turbine generator
- Associated balance of plant: Pumps, valves, water treatment plant etc
- Flue gas cleaning and ash handling.
The Health Safety and Environmental Manager will report directly into the Facility General Manager and will be responsible for producing and implementing safe systems of work to cover all operational activities at the Facility, ensuring compliance with legislation and group policy and promoting an awareness of Health and Safety at all levels within the Facility.
Key roles and responsibilities
Typical duties will include but not be limited to:
- Act as the lead on all aspects of health and safety, updating systems, practice and training as required to ensure compliance and ensuring a comprehensive Risk Register and associated Risk Management process are in place and available to the Board on request.
- Taking responsibility for ensuring that the Facility operations team (c.23 employees) work safely and comply with health and safety legislation.
- Production of Risk Assessments and Method Statements to cover all tasks undertaken at the Facility.
- Creation of Facility Health and Safety policies.
- Implementing Monitoring and Reporting systems which demonstrate compliance with the requirements of the Facilities Environmental Permit.
- Performing Facility Safety Inductions for Facility Employees, Contractors and Visitors.
- Organising training for Facility Employees and keeping a training record.
- Set up and monitor accident, incident and near miss reporting systems.
- Investigation of all Health, Safety and Environmental issues.
- Conduct Facility safety inspections, audits and risk assessments as required.
- Set up the Facility Permit to Work system.
- Liaison with the Environment Agency and Health & Safety Executive as required.
- Design and implementation of the Facility signage system.
Candidate experience - essential criteria
Candidates must meet the following essential criteria in full:
- A qualified Health and Safety Manager at Diploma level (NEBOSH National Diploma, IOSH Diploma or recognised equivalent)with evidence of continuous development in the field.
- A minimum of 5 years' experience in a Health and Safety management role, preferably Power Generation, Oil and Gas or heavy manufacturing industries.
- Strong leadership and communication skills
- Proven personnel management experience.
- Experience of staff training.
- A strong technical process orientated background with the ability to understand the biomass power generation process.
- Working knowledge of compliance with the Pressure Systems Safety Regulations (PSSR).
- Working knowledge of Confined Spaces Regulations
- Diligent record keeping and reporting skills.
- A hands on and pro-active approach.
Candidate experience - desirable criteria
The following criteria are desirable bust not essential:
- Hold an Environmental Management qualification such as IEMA, CIEH or NEBOSH Environmental.
- Prior experience of working with steam boiler and steam turbine plant or bulk solids handling equipment in an operations or maintenance capacity.
