The Glasgow Finance team is over 220 strong and spans a wide range of functions including: Product Control; Market Risk Control; Liquidity Control; Treasury Currency Management; Compensation Control; Tax; Legal Entity Control and Governance; Accounting Advisory Services; General Ledger Governance; Regulatory Reporting and Finance Risk. Team Profile:
Regulatory Controllers are responsible for ensuring that Morgan Stanley maintains adequate capital resources to meet the firm's investment business commitments and to withstand the risks to which the business is subject, e.g. Market Risk and Credit Counterparty Risk. Regulatory Controllers form part of the wider Global Corporate Controls and Planning (GCCP) Finance department.

Regulatory controller's duties include:
- Monitoring regulatory compliance in accordance with Basel 3 and other Regulatory rules across both Prudential Regulatory Authority (PRA) and Federal Reserve Board (FRB) Regulated Entities.
- Reporting accurate and timely capital usage information to Senior Management, the Business Unit and externally to Regulatory bodies.
- Compliance with the evolving regulatory landscape.
- Facilitating capital efficiency by working with the business and regulators on approvals, appropriate structuring of new trades and continual elevation of capital usage.

JOB DESCRIPTION, SKILLS REQUIRED AND SKILLS DESIRED
Regulatory Controllers are responsible for preparing, calculating, reviewing and filing the statistical and supervisory returns required by various Regulators across global jurisdictions. The group supports and develops critical processes and systems to enable the Firm to continually meet its regulatory requirements and support key strategic initiatives.

This role is primarily to support the Firm's key EMEA prudential capital and leverage regulatory reporting obligations, including coordination and submission of COREP across various EMEA jurisdictions, management of UK Pillar 3 disclosures, and supporting senior management with regulatory MI to ensuring ongoing capital and leverage adequacy to support key businesses. The role provides opportunities to develop key business processes in tandem with the strategic renovation of the Firm's capital calculator, and shape the role and team hand-offs accordingly. The successful candidate will interact with a wide variety of stakeholders across the different business and departments of the Firm.

Specific Responsibilities:
- Oversight and coordination of UK Pillar 3 preparation, review and disclosure
- Consolidation and submission of quarterly COREP reporting across the EMEA businesses
- Support the evolving regulatory reporting requirements of additional BREXIT entities
- Ensure compliance with evolving regulatory reporting requirements. Document review and attestation to provide senior management with comfort to support regulatory submissions and disclosures
- Work closely with Calculation and Evolving Regulation and Integration teams to embed new strategic regulatory calculator and ensure complete and accurate numbers and supporting business variance analysis flow through to final reporting
- Ensure appropriate regulatory MI is provided to senior management to support ongoing capital and leverage adequacy monitoring. Carefully tailor the key messages according to stakeholder/forum.
- Develop key relationships across Corporate Treasury, Risk, Reg Relations, Senior Finance and BU across EMEA
- Enhance the culture of continual process improvement across the reporting team by supporting lean / deep-dive reviews of front-to-back processes, prioritizing and delivering on automation/efficiency drivers where possible
- Enhance reporting packs for key regulatory reviews, support the development of a globally-consistent consolidated view of regulatory information

Qualifications
Skills Required:
- The successful candidate should be highly numerate with a close attention to detail.
- Proven skills in reporting MI to a variety and seniority of stakeholders, extracting key themes and presenting in a clear, concise format.
- Strong communication and team-working skills, ability to effectively work across different clients and stakeholder groups.
- Candidates for the role should hold an Accounting /Finance/Mathematical degree or equivalent, and have an interest in and understanding of the Regulatory framework.
- Have the flexibility required to work in a dynamic environment under tight deadlines.
Skills desired:
- Relevant work experience in the financial services industry desirable (regulatory reporting, financial and product control, liquidity, treasury).
- Candidates should possess excellent Microsoft Excel skills and be proficient in data mining and summarising and presenting themes and results in a meaningful format.
- Knowledge of financial products which are used in the financial services industry would be preferred.
