The role:

Working at the leading edge of our operations, this pivotal role acts as the interface between national and nuclear industry skills policy across the nuclear sector, and to lead and develop the nuclear industry skills strategy for the engineering construction industry. A strategic and political thinker with strong influencing and relationship skills, your remit will be to ensure that the ECITB and the engineering construction industry is integrated into the nuclear skills policy at a national and a regional level, and that the ECITB is embedded in the skills activity to support the regional nuclear employers. The person:

  • First degree education or similar occupationally related qualification.
  • Minimum 5 years' experience of working effectively in a relationship and business management focused capacity and with knowledge of the engineering construction industry.
  • Knowledge and understanding of nuclear industry with minimum of 5 years experience in the industry
  • Knowledge and understanding of the political structures which support both New Build and Nuclear Decommissioning
  • Assimilation of the wider political agenda and applying understanding within the context of the required area of responsibility
  • Experience of developing policy within a defined area of responsibility
  • Some experience of risk management processes
  • Experience of applying reason to situations and forming sound judgements and decisions
  • Project management of non-technical projects with demonstrable ability to manage stakeholders.
  • Procurement of services and setting and managing contracts up to GBP50,000

The ECITB:

The Engineering Construction Industry Training Board (ECITB) provides professional advice, information, skills development and qualifications to support the employers and skilled people working in the engineering construction industry. This industry is multifaceted and comprises: oil and gas, power generation, nuclear energy, renewable energy, chemicals, pharmaceuticals, water treatment, food and drink, steel, glass and paper manufacture and other commodities.

We work with and on behalf of the industry and government to attract, develop and qualify personnel in a wide variety of skills and disciplines. We also set training standards, monitor training providers, and award competence and safety qualifications. We provide the means to deliver high quality training via an extensive regionally-based network of over 200 specialist ECITB-accredited course providers. Our training programmes range from practical craft occupations right through to management and project management skills, and centre around the skills to design, project-manage, construct, install, test, commission, operate and maintain critical plant and infrastructure.

Key Responsibilities of the role:

  • Delivering the nuclear skills strategy, setting operational objectives (incl commercial & STEM) to deliver the stategy.
  • Maintain an overview of the sector and long term view of developments incl potential levy growth opportunities.
  • Lead on nuclear industry skills policy, liaising with Head of Policy to ensure synergy between policy and strategy.
  • Ensure accurate sectoral labour market information is gathered and fed into policy function.
  • Engage with senior nuclear employer representatives to inform the skills strategy and drive operational objectives, and raise sector perception of the levy investment delivering value.
  • Ensure that long term growth and change forecasts are reflected in the strategy and inform the overall policy.
  • Engage with sector skills organisations to maximise collaborative opportunities.
  • Maximise take-up of products and services (and manage associated budget) to generate value across the sector.

Role Parameters:

  • Line management responsibility for the Account Manager - Nuclear. The role also requires close working with the regional strategy leads and Director Regional Operations to ensure coherence of overall regional operations.
  • Significant travel to engage with the key regional stakeholders as identified in a stakeholder engagement plan.
  • Liaise extensively with the ECITB Head of Policy, R&D and the Communications team.
  • Operational KPI and strategic and operational risk reporting requirements
  • The role does not include responsibility for supply chain contractors who work within multiple sectors.
  • This role will be home-based and is required to be full-time
