The Role
Reporting to the Dock Master the purpose of the role is to assist in the management of safe operations in the ports of Grimsby & Immingham in accordance with the ABP Marine Safety Management Systems, the Port Marine Safety Code and with adequate provision for staff Health & Safety.
As well as Deputising for the Dock Master's when appropriate in their absence, the role is also to assist in the co-ordination and administration of ABP Marine Apprenticeship scheme and Humber Ports marine staff training whilst ensuring Marine operational standards are raised and maintained to a consistently high standard in all ports.
Accountabilities
- Marine Management and control of vessel movements at Humber International Terminal.
- Preparation of mooring plans for vessels using Humber International Terminal or Immingham Outer Harbour.
- Organisation and co-ordination of berthing staff at Humber International Terminal and in-dock.
- Liaise with VTS, Humber International Terminal and ADM regarding HIT Marine Operations.
- Assist in the co-ordination and administration of the ABP Marine Apprenticeship Scheme and Marine staff training to ensure job holders have sufficient knowledge to be able to operate independently on a day to day basis.
- Manage day to day marine staff issues in accordance with Company policies.
- Responsible for operation and maintenance of Marine craft.
- Conduct investigations and document incidents of Marine damage and HSE incidents as required.
- Prepare, monitor and record presentation of toolbox talks.
- Maintenance of the Port Waste Management Plan and the co-ordination of ships waste returns for Grimsby & Immingham to the MCA.
- Act as liaison for other Departments and Port users on day to day issues.
- Act as the focal point of point of contact for marine issues for Jetty Terminals.
- Conduct staff performance development reviews.
- Act as a deputy PFSO when required.
- Assist in reviewing and maintenance of Ports Marine SMS including the Marine Operational Procedures Manuals and Marine Risk Assessments.
- Assist in the review and maintenance of manual handling Risk Assessments and Safe Systems of Work.
- Assist with ensuring department's compliance with company Permit / Permissions to Work systems.
- Be flexible in your time management to suit challenging operational requirements.
Skills and Experience
Essential:
- Sound knowledge of Port Marine Operations, underpinning qualifications to show competence to carry out the role of the Deputy Dock Master.
- Familiarity of the extent of the Dock Masters powers under general and local legislation.
- An ability to deliver the ethos of exceptional customer service, always seeking to improve quality and service for both internal/external stakeholders.
- Successfully able to balance the demands of stakeholders with regards to safety and commercial awareness.
- Knowledge of ship manoeuvring and shipboard emergency procedures.
- Thorough knowledge of the Port Marine Safety Code (PMSC) and other relevant legislation including but not limited to safety including security and environmental regulations.
- IOSH Managing Safely certification or equivalent.
- Experience in the use of Safe Systems of Work procedure, leading and managing risk assessments.
- Experience of incident reporting and knowledge of Marine accident investigation procedures.
- Knowledge of enforcement procedures.
- Understand mooring practices, and knowledge of towage operations.
- Environmental regard to port waste and Oil Spill knowledge (completed Level 4p / 5p training).
- Knowledge of Port Security and ISPS requirements. (Will require Port Facility Security awareness with Officer Training and CTC clearance)
- Knowledge of Harbour conservancy, licensing management and consenting procedures.
- Proven leadership and people management skills.
- High degree of computer literacy skills.
- Flexible approach to working hours, including a willingness to travel as required on business.
- Full UK driving licence.
Ideal:
- MCA CoC (preferably Masters FG.)
- Be in possession or willing to work towards gaining the UKHMA Harbour Master Certificate.
- NEBOSH H&S Certificate.
- Experience of incident reporting.
- Knowledge of dangerous goods and procedures
- Knowledge of Hydrographic surveying and Harbour Conservancy.
- Knowledge of local dredge management
- Awareness of the operation of other ABP functions.
