Barclays UK Regulatory Management




To ensure regulation is met in a sustainable, efficient and client friendly way. Tracking and responding to new financial service industry regulatory changes impacting Barclays UK by:
  • Running a horizon scanning workstream along with Legal & Compliance; providing interpretation for key signature programmes
  • Impact assessing all regulations impacting Barclays UK to be able to identify accountable executive, delivery owner and ensure a readiness check is completion for transition into a delivery programme
  • Provide assurance for regulatory change programmes and escalating regulatory obligation risks to key senior Forums, Boards and ExCos.
  • Deliver key signature programmes as mandated and agreed with the Barclays UK COO ExCo. and Barclays UK Regulatory Forum, chaired by the COO of Barclays UK.

Overall purpose of role
  • Analyse regulations and provide technical overviews of compliance requirements and high level views of impact on Barclays UK.
  • Coordinate quality assurance reviews of regulatory analyses undertaken by legal and compliance stakeholders to ensure suitability for impact assessments to proceed.
  • Develop regulatory rules and requirements for implementation of regulatory change.
  • Conduct traceability mapping & requirements analysis between regulations, rules, requirements and solution to provide an auditable view of how Barclays UK is complying with the regulations.
  • Define Body of Evidence requirements to demonstrate compliance with the regulations.
  • Review business controls against regulatory requirements to demonstrate Barclays UK's ongoing compliance with the regulations following implementation into BAU

Key Accountabilities
  • Document the regulatory requirements and provide technical knowledge to facilitate the completion of impact assessments for new regulations and the shaping of Barclays UK's strategic response to new regulations.
  • Liaise with project managers and business owners to ensure that regulatory projects in progress are developed to deliver the regulatory change requirements and provide full regulatory compliance for Barclays UK.
  • Define and document the regulatory requirements and controls frameworks/dashboards to demonstrate Barclays UK's ongoing compliance to the regulator, auditors and business.
  • Ensure that knowledge and experience is shared through best practice, mentoring and leading.
  • Prepare agreed deliverables in line with standards, to meet agreed quality standards and timelines
  • Contribute to the development of business analysis, change management tools, techniques, standards and methodologies to improve their efficiency and effectiveness.

Stakeholder Management and Leadership
  • Influence with a wide-ranging audience across front-line, back office and central support areas
  • Lead and facilitate workshops, engaging stakeholders, subject matter experts and attendees at all levels
  • Secure support of stakeholders/interested parties, both within Barclays UK and external, to achieve goals.
  • Manage key stakeholders across Barclays UK and the wider Group to achieve common goals.
  • Recruit, retain and manage analyst resources, ensuring they work to common standards. Ensure their knowledge and experience is shared.
  • Maintain awareness of business process development and change throughout the business.
  • Understand Barclays Group processes & policies and ensure adherence to them

Decision-making and Problem Solving
  • Work in an unstructured environment and work through the challenges of striking a balance between a moving regulatory landscape and articulating the real life impact of the regulation on the bank.
  • Research regulations independently and use initiative to plug knowledge gaps.
  • Experience of risk and issue identification and effective escalation. Ability to articulate business risk succinctly and accurately.
  • Experience of setting up and maintaining auditable governance documentation, effectively logging and closing out action points, keeping stakeholders updated regularly and effectively.
  • Experience working with MS Excel and using its functionality to manage and analyse data sets for traceability and controls frameworks (i.e. VLookups, pivot tables, data presentation)
  • Experience working with MS PowerPoint to create effective presentations for senior stakeholders and be able to convey key messages from data analyses.
Risk and Control Objective
All Barclays colleagues have to ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards.

Person Specification
  • An ideal candidate would be someone who has a natural flare and passion for the regulatory space and a genuine interest in reading and understanding the regulatory requirements.
  • The candidate would have sufficient business, product and financial regulatory knowledge to be able to assess regulations for Barclays UK and define efficient control dashboards/frameworks for the business to demonstrate compliance.
  • Must be pro-active, self-starter, able to manage own work to deliver to agreed deadlines without close supervision
  • Must be very good with time management and multi-tasking given the nature of work involved within Regulatory Insight - the candidate will require experience to work through an unstructured environment

Must have :
  • Experience in tracking changes to existing regulations and identifying upcoming regulations that will impact Barclays UK (Wealth, Entrepreneurs and Business Banking, Personal banking, Mortgage and Cards UK).
  • Experience in documentation of regulatory requirements and documentation/design of business controls to meet regulatory requirements.
  • Experience of interfacing with multiple stakeholders across legal, compliance and the business in developing regulatory overviews, rule books, traceability matrices, body of evidence and control dashboards.
