Engineering Managers (Delivery) are responsible for the engineering delivery of the multiple projects within the overall delivery program. This position, Engineering Manager (Design Review) will provide direct support to the Engineering Managers (Delivery) through Program-wide leadership for improving the effectiveness of the Design Review Process. The Engineering Manager (Design Review) will work across the various packages of works to ensure the Design Review processes are consistent, fit for purpose and adding value to each phase of projects. Engagement and integration with delivery partners will be critical to success along with appropriate consideration of other design review stakeholders such as Local Government and other 3rd parties where relevant. This role will be required to deliver a 30-50% efficiency gain on current design review performance.
The role also provides technical advice and guidance to support Project Directors and the Manager Program Engineering.

Investigate the current practices associated producing Design Packages for review, including the approach to methods, engagement and guidance as part of design development
Thorough knowledge, experience and research determine how best practices can be shared
Utilise resources who are deployed on various projects for investigating the current DRP status and issues/inefficiencies
Review and update the design review processes where appropriate, including role and responsibility statements for all key parties (e.g. Delivery Alliance & Other Stakeholders)
Establish, with support from the Project Controls Team, a program wide strategy to report current and forecast design package due dates, status and forecast resources required within the program associated design reviews
Lead and provide support to Project Directors, Engineering Managers and Manager Program Engineering on issues arising from the Design Review process and impacting on the project, including the identification and management of project risks
Contribute to project reports and briefs for management to advise and provide options for decision making
The minimum qualifications for this position are:

Extensive experience in the planning, functional design and design delivery of complex road/rail projects, ideally in a multi stakeholder environment
Extensive management experience associated with technical review and acceptance processes in rail design and general design management
A strong understanding of design and engineering issues through all phases of the design and construction project life cycle, including schedule management
Extensive experience in private sector with some exposure to government in relation to infrastructure delivery
Experience in the preparation of external consultant briefs and the management of consultants to achieve timely and quality outputs
Bachelor's degree or equivalent experience
Rail Industry Worker Card with up to date external contractor qualifications
Personal Qualities
Strong leadership capabilities with a demonstrable track record guiding and motivating others
Proven high level interpersonal and communication skills, including the ability to negotiate effectively, resolve complex issues and build strong relationships with key stakeholders, both internal and externally
A drive for continuous improvement
