The role is to work with the Local Authority in the Highways Department.
Working as part of a team providing the delivery and management of professional and technical services in relation to the planning process and the implementation of all new development related transport infrastructure.
Key responsibilities are:
• Working with the Planning Liaison and Travel Plan teams, for major & minor development applications across the County;
o Leading on the negotiation of legal agreements, for the County Council in securing all necessary highway obligations;
o Supporting Planning Liaison staff, through the planning process, in the preparation of legal obligations and drafting of agreements;
o Leading on the preparation of CIL compliance statements for appeals;
o Representing the Highway Authority in discussions regarding CIL with the Local Planning Authorities; and
o Acting as the key point of contact in relation to the negotiation of legal agreements between colleagues, solicitors and other relevant organisations including developers as important customers. Providing the Highway Authority's position, following committee resolution, to secure the obligations of development proposals
:
• Remaining abreast of current statutory duties and legal responsibilities of the highway authority, technical standards, regulations, and information associated with Highways Development Control.
• Participate in the development of the Community Infrastructure Levy (CIL) governance and implementation processes.
There will be a daily requirement to assess and prioritise workload to ensure that statutory deadlines and performance targets are met and careful assessments/judgements are made in a regime of competing demands and intense critical scrutiny of cases within a complex and legal framework.
WORK ENVIRONMENT AND TRAVEL REQUIREMENTS
The job holder will work in a normal office environment without undue prolonged exposure to IT, and have the ability to travel regularly to sites throughout Somerset to undertake site inspections/visits.
