Programme Manager / Southend-on-Sea / 6 Months Contract / 550 to 615 GBP (Per Day)

Background -

This is an exciting opportunity to join HMRC's Customs and International IT function where you will be supporting a large scale and radical transformation that will have a profound impact for both customers and staff within HMRC and the UK as a whole. HMRC has one of the largest IT estates ranging from data analytics platforms to complex legacy systems. The breadth, variety and complexity of these systems and the associated business processes they support are on a scale rarely seen in other global organisations.

The Customs and International Trade Delivery Group (C&IT DG) covers, the service development, enhancement and operational run aspects of IT services used for the UK's Customs and International Trade business which is part of a wider HMRC IT function (CDIO). C&IT DG are responsible for the end to end service management and development of over 100 separate services from the generation of Trade Statistics, to the administration of Customs and Excise duties.

A lead role is required to identify, coordinate and oversee the implementation of the changes required to support the UK Governments Border and Non Border Transformation strategy.

The role will report directly to the Head of C&IT DG and be responsible for liaison across all areas of the wider CDIO IT community and with senior business stakeholders.

Please note that the client has determined that the off-payroll working rules will apply to this assignment and where a worker elects to provide their services through an intermediary (such as a personal services company) then income tax and primary national insurance contributions will be deducted at source from any payments made to the intermediary.

Role and Responsibilities -

The main role and responsibilities of the Programme Manager will be to:

- Managing the programme to achieve strategic business objectives ensuring the optimisation of costs and benefits of the investment
- Manage the programme ensuring delivery within agreed time, cost and quality constraints in support of the rolling change programme
- Build strong contacts and relationships throughout the organisation
- Developing effective working relationships with all customers; programme teams, other business representatives and IT suppliers
- Managing a team of people in a matrix management environment
- Lead reviews of existing the programme making recommendations and assessing feasibility of potential sub-projects
- Demonstrable coaching, development and knowledge transfer of skills to internal team members
- Working with technicians to influence technical direction
- Working with resource managers to plan out and secure resources
- Ensuring effective communication across the programme, working closely with other Delivery Managers and not operating in silos
- Sharing knowledge of tools and techniques with the wider team and customers

Key Knowledge & Skills -

- Proven experience of leading on a large scale IT programme.
- A proven track record of enabling delivery of significant technical change initiatives in a large private or public sector organisation
- A broad understanding of change management and programme / project management approaches and techniques
- Experience of managing a team of technicians and analysts
- Demonstrable experience of playing a key role in a Programme / Project Office / Team
- *Significant Project Management experience in a technical environment
- Prince 2 Practitioner accreditation and/or other professional PM qualifications
- Ability and experience in forming effective relationships with senior stakeholders
- Strong leadership skills and considerable experience of leading multi-disciplinary teams as well as building strong relationships across organisational boundaries
- Experience of managing work and deliverables of internal and external suppliers
- Experience of working within a structured and an unstructured project delivery environment including agile and waterfall deliveries in a complex business and/or IT environment
- Good Planning and Control skills

Outputs / Deliverables to be achieved -

Programme Managers will be required to deliver IT projects by:

- Producing verified work estimates
- Drafting the programme governance plan and reaching agreement on governance arrangements for the technical delivery with stakeholders
- Completing programme schedules and plans covering all technical activity and incorporating business and user contributions
- Preparing supplier proposals
- Integrating technical components with other programme deliverables to ensure delivery of new and enhanced services
- Ensuring work is completed to deadlines and deliverables meet expectations
- Managing programme expenditure by capturing actual work effort and costs and maintaining records in the programme finance record
- Defining and agreeing work packages
- Developing and delivering prototype solutions
- Producing progress reports, highlight reports and exception reports
- Completing programme schedules covering all technical activity and integrating technical components with other project deliverables
- Identifying and managing programme technical risks and inter work stream dependencies
- Integrating technical components with other programme deliverables
- Ensuring that other programme deliverables are produced when required and are reviewed and agreed.
