Department Profile:
Corporate Services (CS) is a department within the Company's Administration division. CS offers a robust portfolio of services such as facility management, property management, Health & Safety services, travel services, mail and distribution, output management, physical security, food and hospitality, management of the Firm's long-term real estate strategy plus a number of other services.
Primary Responsibilities:
Responsible for the provision of all property-related services including M&E, Fabric & materials Planned Preventive Maintenance, Reactive Maintenance including Help Desk, Break-fix and Incident Management, Utilities/Environmental Management and Environment Risk Management.
Develops and manages Property Operations strategies that support Morgan Stanley corporate objectives. Ensure that all services to Business Units and Clients are carried out in a complete and competent manner. Also ensures that business guidelines are adhered to in every aspect that all services are competitively sourced at true market position with corresponding value-for-money, and that business is awarded in accordance with commercial whole life cost principles.
The Glasgow office is a new development which will be ready for occupation in spring 2018. This is leasehold property where we have the full responsibility for repair and maintenance over a fifteen year term. The majority of services are outsourced with contracts that are UK agreements for Catering, Engineering, Security, Data Cabling, Cleaning, Front of House and Moves & Changes.

The role reports into the Corporate Services Branch Manager for Glasgow and the EMEA Head of Corporate Real Estate.

Preventive and Re-active Maintenance
- Manage preventive maintenance programs and supervise vendors providing such services. Develop and enforce access requirements for vendors working on critical electrical, UPS, mechanical, plumbing, fire protection, and other related systems such as fabric maintenance and cleaning
- Ensure that the Firm's Engineering and Critical Systems Standard Operating Procedures are adhered to by the Firm's Property and Engineering maintenance vendors
- Hold responsibility for managing, supporting, and communicating critical incidents across the India offices, where business may be exposed to risk arising from down-time of critical systems.
- Manage the implementation of critical engineering systems monitoring as well as building emergency response and escalation procedures
- Support the management of annual maintenance shut downs and integrated system testing processes; review shut down scripts and ensure vendor compliance with the Firm's operational and maintenance procedures.

Equipment Life Cycle Management / Design Engagement
- Support the Engineering group in the creation of critical engineering system specifications, technical proposals, scope of works, program schedules, technical status reports, testing and commissioning procedures, and operation and maintenance manuals
- Recommend design modifications and/or enhance the maintenance regimes to eliminate system deficiencies, improve system reliability and save energy through the analysis of operational parameter trend data
- Assist in the implementation of the Life Cycle Costing Programs and the Capital Planning
Utilities and Energy Management
- Manage all Utility and Utility related services.
- Take the lead role in the development of Morgan Stanley Corporate Services environmental initiatives.

Management and Leadership
- Responsible for all Property Services functional areas and acts as the single point of contact for all issues to internal Business Units, ensuring effective control and quality of service delivery to Morgan Stanley's portfolio and business
- Provide support and guidance as necessary on Morgan Stanley's Property Services commercial and operational activities and assist with long term strategic planning and forecasting
- Manage all Morgan Stanley Property Services contractors in an effective manner ensuring compliance with Morgan Stanley vendor management programme, rules and guidelines, minimising risk and protecting the firm and its franchise
- Manage a large contractor base, including specialist consultants as necessary, and oversee directly employed staff training and development. Encourage key managers to realise their full potential and eliminate any key man dependency issues through succession planning
- Develop and leverage the London CREM team in their management of the EMEA offices and contribute to the overall EMEA region's initiatives
- Foster a positive team environment encompassing all job categories and functions within the Firm

Administration
- Manage and control all aspects of financial expenditure for Morgan Stanley's Maintenance budget in Glasgow, working closely with Financial Controllers
- Manage the Firm's exposure to business risk by continuously reviewing operational and maintenance procedures to eliminate single points of failure and the adequacy of disaster recovery plans
- Track and report vendor compliance with Morgan Stanley standards and requirements
- Audit performance, undertake benchmarking comparisons and provide advice on the delivery of "best in class" critical systems and engineering maintenance services to the Firm's Property Manager and their vendors using appropriate SLA and KPI performance criteria and measurements

Additional Responsibilities
- The Building Manager is also expected to contribute to the regional Corporate Real Estate Management agenda and for ensuring consistent processes, procedures and reporting
- Expected to work cross functionally within Corporate Services and install a culture of teamwork and open communication
- On site liaison to the Business Units for all Building Management matters
- Maintain strong relationships with our Landlord and local authority

Qualifications
Skills required (essential):
- Corporate real estate, project management and facilities experience with good knowledge of real estate and construction industry and focused on providing a high quality office environment to support a world class investment banking business
- A self-starter who is comfortable working in a fast paced environment across countries and cultures who inspires the trust and confidence of local, regional, and global management
- The individual must be an accomplished business person and proven leader with strong influencing skills
- Strategic thinker with understanding of how our workplace strategy impacts the organizational

- Undergraduate degree in real estate, architecture, facilities management, engineering, or business administration
