Project Scope

As the Operations Standards and Resilience Manager will be responsible for the production and maintenance of London Overground Operations (LOO) Standards and Working Instructions as applicable to the safe operation of the East London Railway and New Cross Gate Depot. In this role you will lead the development of new Standards in response to changes to legislation, Railway Group Standards, and Network Rail Company Standards.

You will be responsible for the maintenance of emergency, contingency and business resilience plans relating to the East London Railway. The role will be the point of contact for emergency planning agencies with regard to the East London Railway and will undertake all activities associated with emergency and contingency planning

Overview of role
Lead the development of operational standards and local working procedures for the safe operation of the East London Railway, and ensure changes to operations procedures and working practices are briefed to members of the London Overground Operations Team. Control, manage and maintain the London Overground Operations Document Management System. Be responsible for briefing and management of the Operations Team in document control procedures. Lead and manage the introduction of Sharepoint within London Overground Operations. Provide guidance, support and training for team members, during the introduction and on an on-going basis. Lead and manage the creation and updating Sharepoint's intranet page for Crossrail & Overground Operations. Oversee the development and implementation of contingency arrangements to ensure LO Network Operator and Control standards of customer care and performance are maintained. Liaise with Network Rail and LOROL to formulate improvements to contingency plans in response to special events, major engineering works, severe service interruption and all seasonal preparedness activities. Liaise with Rail and external agencies, such as LFEPA and local governmental bodies. Lead and manage all operations issues relating to the safe operation of New Cross Gate Depot. Represent the operations team at Depot Working Group and be responsible for point of contact for the Fleet Managers team on operations matters. As directed by the Designated Competent Person either lead or assist with the investigation of incidents and accidents on the East London Railway and New Cross Gate Depot Be the focal point within the Operations Team for all matters relating to operational risk within London Overground. Be the custodian of the Risk Register for the operations activities.

Specific Experience Required

• You will have the ability to investigate and interpret data thoroughly and accurately, including detailed knowledge and experience with LO Headquarters Control IT systems
• Proven ability to manage people and change present cultures.
• Experience in Railway Operations Management, which must include production of Operations Standards and Working Instructions
• Sound practical experience in Health & Safety, welfare and other related matters, including Alcohol & Drugs Policies and all HR related Operational procedures
• A background in railway operations, train crew or station duties.

Key Requirement
A clear understanding of the hierarchy of Standards in a National Rail context. In depth knowledge of all procedures relating to the use of control, train crews and rolling stock. Thorough knowledge of LO and Network Rail operations, awareness of geography and train plans for LO network. Be a skilled investigator and be able to communicate effectively at differing levels inside / outside the company.
